PRODUCTION SAFETY MANAGER
What you'd do
You will serve as a PRODUCTION SAFETY MANAGER in the PRODUCTION RESOURCES DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. ***TEMPORARY PROMOTION NOT TO EXCEED 1 YEAR AND MAY BECOME PERMANENT without further competition***
Major duties
You will manage the Code's Occupational Safety, Health and Environmental (OSHE) compliance program. You will conduct a variety of activities directed at identifying hazardous conditions, operations, procedures, and work practices, where the potential for injury, health impairment, and property or material damage exists in production work. You will perform, or assist in, timely mishap and accident investigations that are thoroughly documented to identify hazardous conditions and practices that produced the accident. You will review plans, drawings, and other technical documents to identify and evaluate OSHE requirements and ensure provisions are adequate to control or eliminate hazardous conditions. You will instruct, advise and make recommendations to all levels of workers and management in program requirements. You will perform other duties as assigned.
What you need to qualify
GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience conducting inspections, investigating mishaps, and evaluating Safety Program implementation in a wide variety of complex Shipyard work operations and work centers, to identify and evaluate Occupational Safety, Health and Environmental (OSHE) hazards, and ensure action is taken to eliminate the hazards. * Experience with the interrelationship between nuclear and nonnuclear requirements, to assess potential impact when conducting surveillances and trend studies. * Experience using office automation systems and processes, computer applications, principles, and techniques, including developing and implementing new automated systems for control and support of interrelated program operations. * Experience applying complex analytical and problem-solving methods to identify interrelated program problems, draw conclusions, and recommend appropriate action. * Experience applying oral and written communication skills to present evaluations and recommendations regarding complex issues pertaining to the Safety Program. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience evaluating, analyzing, and developing recommendations for improvement in the operations and objectives of a Safety Program. * Experience identifying leading indicators for surveillance to develop metrics to drive continual improvements in the Occupational Safety, Health and Environmental (OSHE) performance. * Experience performing timely mishap and accident investigations. * Experience recommending hazard controls and safety process improvements to reduce the potential for future occurrences.
