What you'd do

This position is located in the Selection, Eligibility, and Policy Performance division of the Department of Policy and Evaluation (DPE), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-12, MCC uses a pay-band system to compensate employees. This position is pay band 4B which is generally equal to GS-12.

Major duties

Perform a variety of assignments that relate to the conduct of the annual country selection process, ongoing monitoring of eligible countries, and the suspension or termination of assistance. Contribute to planning, organizing, and completing analytical research involving issues related to the annual country selection process. Assist in the development of policy recommendations for consideration by MCC's senior management and Board regarding country eligibility for compact or threshold assistance and with regard to the indicator-based eligibility system and analysis of opportunities to generate American returns. Analyze and process a range of third-party governance and policy data using a range of analytical tools, including qualitative primary source reporting. Analyze opportunities in prospective partner countries for U.S. private sector foreign direct investment or exports; securing critical supply chains, including critical minerals; and strengthening U.S. strategic engagement. Analyze the economic constraints in prospective partner countries and manages high-quality databases. Conduct outreach with government officials on policy reform, indicator performance issues, and economic growth opportunities. Monitor trends and best practices in development and economic growth research and practice. Produce briefing books, background papers, briefers, remarks, talking points, and other documents as required. Perform other related duties as assigned

What you need to qualify

To qualify for Pay Band 4B applicants must meet the following: Qualifying experience for Pay Band 4B includes one year of specialized experience (comparable to the Pay Band 4C or GS-11 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: performing assignments related to international development programs, development economics, or foreign policy; performing assignments related to the conduct of the annual country selection process, ongoing monitoring of eligible countries, or the suspension or termination of assistance; conducting data research and analysis using a range of analytical tools, including qualitative primary source reporting; experience with Excel, Stata, SAS, SPSS or other statistical programming packages; working with economic or governance data; and preparing briefings, background papers, and talking points. Note: This experience MUST be well documented within your resume or application. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work. To receive credit you must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week. Salary may be set from the minimum to the midpoint of the salary range of the pay band. In some instances, based on a selectee's extensive experience directly related to the position, salary may be set at or above the mid-point up to the maximum salary for that pay band.
