Major duties
Serves as the Satellite Procurement Officer for the Regional Procurement Office Pacific (RPO PAC) supporting Marine Corps Community Services (MCCS) activities. Supervises procurement staff in the execution of procurement actions coordinated through the RPO. In coordination with the RPO, uses knowledge of Department of Defense, Department of Navy, and Marine Corps Non-Appropriated Fund rules and regulations for the procurement of a wide range of commercial equipment, supplies, services, and construction. Performs pre-award and post award contract functions to include solicitation development, financial analysis, negotiation and contract administration supporting the Satellite Procurement Office (SPO) and Regional Procurement Office (RPO) and Marine Corps Community Services (MCCS) activities. Requirements typically involve state of the art information technology and professional services in a variety of specialty areas such as retail, behavioral health, recreation, education, financial services and Marine and Family Programs. Uses knowledge of various types of contracts, methods of contracting and selection factors to plan strategies to procure complex requirements and conduct negotiations in pre-award and post award phases of contracting. Reviews requests, analyzes requirements, and recommends revisions to statements of work or specifications. Decides on type of contract, milestones and procurement plans. Reviews justifications for single or sole source procurement actions and prepares documentation. Uses knowledge of a variety of: program objectives, technical services and commercial business practices to identify sources, analyze financial data and proposals to participate in planning, negotiation and administration. Analyzes proposals for conformance with the solicitation. Performs financial analysis to determine price reasonableness. Coordinates technical evaluation to determine acceptability of technical proposals. Obtains pre-award surveys to establish contactor responsibility and obtains audits and pricing reports to develop negotiation strategy. Negotiates with potential contractors. Awards contracts within delegated contracting officer authority or recommends award to contracting officer. Conducts post award conferences and debriefings. Responds to protests of contract awards, contractor complaints and inquiries relating to procurement action. Performs contract administration functions until final delivery and payments are completed and contracts are closed and retired. Coordinates warning and termination actions via the RPO as required. May personally monitor contractor's performance via telephone conversations, correspondence, reports and visits for status of contract performance, scheduling, problems and proposed solutions and verification of deliveries. Interprets contract provisions for contractors and MR/MCCS officials. Negotiates contract modifications. Renders decisions on contractor complaints, inquiries relating to procurement actions and claims. In consultation with the RPO, develops priorities and critical deadlines. Independently coordinates and carries out work and resolves most problems that occur. Ensures PII compliance in the handling of personal data regarding contractors. Maintains contract files pertaining to all phases of procurement from solicitation to contract award, post award administration, and final retirement of files. Composes clear, concise and effective original correspondence and memoranda. Monitors organizational participation in system wide contracts and joint contracts with sister services as required. Uses federal procurement laws, command contracting regulations, instructions and Comptroller General decisions as reference to complete work. Interprets guidelines to determine extent of relevance. Exercises experience judgment, initiative and resourcefulness to identify aspects of regulations and laws for application, to design new provisions or innovative financial arrangements to develop justifications that include modifications that may deviate from usual practice. What you need to qualify
BACHELOR'S DEGREE from an accredited college or university in contracting, acquisition planning, or a related field appropriate to the work of position AND THREE YEARS of specialized experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Must demonstrate knowledge of procurement regulations, contract law, acquisition planning; government and/or commercial procurement practices; contract policies and procedures, performance requirements and negotiation techniques. Knowledge of contract types and clauses to provide guidance to management. Must be able to explain RPO and MR enterprise-wide procurement goals. Knowledge of purchase card program objectives, strategies, goals, and technical terminology. Must possess ability to recognize and analyze procurement issues and make appropriate recommendations. Skill to operate a personal computer and associated equipment to produce work using software programs such as word processing, spreadsheets, and automated purchasing systems. Skill to supervise employees in the accomplishment of work. Must file an annual Confidential Financial Disclosure report (OGE form 450).
