What you'd do

This position is located in the State of Missouri, USDA-Rural Development (RD). Incumbent serves as a key member of the State Director's staff, participating fully in the planning, development, and implementation of rural development and assistance programs. This vacancy announcement is open to current Rural Development Employees only.

Major duties

The incumbent is a key member of the State Director's staff, participating fully in planning, development and implementation of rural development and assistance programs throughout the assigned area. Analyzes program requirements and develops programs for effective implementation. Supervises and directs the Area Office employees. Formulates objectives and allocates available resources necessary to effectively implement Rural Development agency loan and/or grant programs for the assigned State. Provides leadership for a comprehensive Rural Development program to process, service and supervise loan and grant programs throughout the jurisdictional area. Works closely with other federal agencies, state legislative bodies, state agencies and organizations, tribal officials and the private sector in developing and implementing comprehensive rural development strategies and programs. Furnishes professional advice and credit, financial, and management guidance to rural communities and Agency customers as appropriate. Performs systematic program review and spot-checks of individual cases to identify trends and problems.

What you need to qualify

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). For the GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Experience planning, developing, and implementing all various loan assistance programs; Formulating objectives and allocating available resources necessary to effectively implement loans and grants in business and industry, cooperatives, single-family housing, and/or community facility; Perform administrative and/or technical supervision; or similar work. There is no education substitution for the GS-13 grade level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience.
