Major duties

MAJOR DUTIES: 1.Directs financial management policy in support of the ARNG military organizations and units. As Chief, Financial Officer maintains statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds allocated to the state. Determines the impact; and implements courses of action regarding projected DoD, Department of Army (DA), National Guard Bureau (NGB), Inter-Service, and non-DoD governmental programs that affect ARNG plans, policies, and missions. Ensures the full disclosure of accounting information, sound reporting methods, and analytic interpretation of financial posture. Establishes and directs financial policies to ensure compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, national and local policies enabling the optimum use and control of financial resources. 2. Serves as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC). Provides advisory services through briefings, conferences, advisory committee meetings, etc, on a regular basis. Advises, supports and facilitates management decisions concerning financial considerations, such as the availability and appropriate use of Federal funds. Based upon reports and data derived from financial systems, analyzes strengths and deficiencies, advises, and makes recommendations to the USPFO, primary staff, Chief of Staff and the AG. Assures the AG's priorities are integrated in and supported by the financial plan. Recommends to the USPFO actions to be taken regarding the implementation of the financial plan. Provides significant and critical input to the development of NGB policy. 3. Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies. Implements appropriate courses of action as best suited for the state. Serves as an advisor to the AG on projects involving local, state and other Federal agencies. Serves as the certification officer for all ARNG disbursements and is pecuniary liable for these disbursements. Interprets the legality and propriety of all payments. This position is responsible for official auditable financial records for the state. Develops, coordinates and organizes an integrated system of financial services, including budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting. 4. Writes, implements and maintains an effective system of financial management controls for the state ARNG. Ensures accurate accountability for Federal funds and provides full disclosure of financial actions in compliance with statutory requirements, regulations, directives, procedures, national and local policies. Recognizes potential problem areas through detailed risk analysis and vulnerability assessments to determine requirements for special management control studies and operational reviews. Recommends to the USPFO reviews by the Inspector General (IG), external audit agencies, and investigative services. 5. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the ­job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. **REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES**

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. General Experience: Evaluate applicant's knowledge, skills, and abilities for these individual occupational requirements: Skill in collecting and analyzing data effectively, efficiently, and accurately; Ability to plan, direct, and coordinate difficult and complex programs; Ability to develop, apply, and adjust financial plans and policies to attain agency objectives; Ability to select, develop, and supervise a subordinate staff; Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program; A broad knowledge of agency operating programs; A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management Skill in applying procedures and directives by reading and interpreting program material; Skill in training, mentoring, and problem solving; Ability to make oral and written presentations in a clear and concise manner; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Specialized Experience: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience. At least one year of specialized finance experience at the GS-12 level with skills in collecting and analyzing data effectively, efficiently, and accurately; ability to plan, direct, and coordinate difficult and complex programs; ability to develop, apply, and adjust financial plans and policies to attain agency objectives; ability to select, develop, and supervise a subordinate staff; ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program; a broad knowledge of agency operating programs; a broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management skill in applying procedures and directives by reading and interpreting program material; skill in training, mentoring, and problem solving; ability to make oral and written presentations in a clear and concise manner; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed for Dual Status Technician positions. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. CONTINUATION OF CONDITIONS EMPLOYMENT & NOTES: 1.Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 2/24). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7, Joint Ethics Regulation, Effective May 15, 2024 2.Must be able to obtain and maintain the appropriate security clearance of the position. 3.Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 4.The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 5.This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre­employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services. 7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel NGB-J1. Please be advised: 1.
