Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as the authority and senior spokesperson to all managerial levels on complex and novel issues requiring knowledge of new or proposed legislation and comprehensive knowledge of tax administration processes in order to disseminate internal and external impact on the Business Unit and its stakeholders. Plans, performs, and/or coordinates the most significant types of managerial assignments encompassing the entire program and functional areas of the Director, often requiring the integration of cross-functional areas of other business units. Prepares agency directives, IRM issuances, memoranda, service wide policy statements, and other written guidelines and recommendations which interpret the Service's position on issues related the Business Unit's functions. Negotiates on policy matters involving multi-organizational, functional, and operational areas and assures understanding and consideration of the Director's policies and views. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE GS-15: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience with wide range of communication methods and techniques, for both internal and external audiences to represent and express the views and policies of executives. Experience advising senior executives on organizational policies with strong oral and written communication skills to develop clear, concise, and technically accurate material tailored to diverse audiences. Experience in planning, organizing, and leading teams or projects, to negotiate with management to accept and implement recommendations. Experience leading and advising high level, special cross-functional programs and projects, often of a confidential nature which include the development of broad policy and operational objectives. Experience applying data analysis and decision-support techniques, using metrics and analytics to identify operational issues, informed business decisions, and improved service delivery and efficiency. Experience developing operational strategies, policies, and performance plans. Evaluating program effectiveness and implementing improvements. Experience operating with a high degree of independence under broad administrative direction, applying expert judgment to interpret guidelines, shape policy, and resolve unprecedented issues. Provides guidance to other senior analysts and managers. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
