This position is located in the Department of Health and Human Services, Assistant Secretary for Planning and Evaluation, headquartered in Washington, District of Columbia.

Major duties

As an Economist you will: Applying knowledge of economic theory, statistical/econometric techniques, computer programming and modeling to develop, conduct, and oversee research and evaluation projects to analyze HHS programs and service populations. Developing reports, issue papers, manuscripts for peer-review journals, memoranda, presentations, talking points, and other materials that accurately, coherently, and succinctly summarize the existing evidence base and findings of newly implemented research and that include policy recommendations based on such research. As a representative of the agency, identifies and maintains collaborative relationships between ASPE offices, other HHS components, and other Federal agencies and programs, Tribal and State agencies, the health or human service sectors, local programs and grantees, and other partners to provide support and assistance, obtain expert input, and promote understanding of HHS program issues to support HHS program development and effectiveness. Conducting independent reviews and economic analyses of budget, programmatic, regulatory, and legislative information and other research and evaluation related to health or human services programs and policy.

WHAT WE ARE LOOKING FOR Basic Requirements Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. AND Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Leading research, evaluation, and economic policy analysis teams related to health or human services. Communicating the results of health or human/services research by preparing memoranda or reports for officials/clients/sponsors or to audiences at conferences or workshops. Presenting the results of economic analysis of healthcare, behavioral health, human/social services, or science to internal and external technical and nontechnical audiences. Developing and leading research and/or evaluation projects related to understanding the economic outcomes of health or human services programs or policies and the impact of such programs and policies on the beneficiaries of such programs or policies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
