What you'd do

This position is in the Department of State (DOS), Bureau of the Comptroller and Global Financial Services (CGFS), Deputy Comptroller for Bureau Financial Support Services (BFSS), Foreign Assistance and Independent Accounts Directorate (FAIA), Office of Overseas Buildings Financial Services (OBFS), Operations Execution Division (OED). Serves as a Supervisory Budget for providing the full spectrum of budget and financial management support to the Bureau of Overseas Buildings Operations (OBO).

Major duties

Provides the full range of first level supervision to direct hire and contract employees overseeing budget formulation and execution for all Bureau of Overseas Buildings Operations operating and external partners funds. Provides expert budgetary, accounts management and control, and other financial services to Overseas Buildings Operations (OBO). Plans, organize, and execute budgeting in support of assigned appropriations, including formulating and/or coordinating budget estimates and cost-benefit analyses. Manages the financial reporting system and makes recommendations for amending budgetary elements. Provides executive leadership and strategic direction for the Department's financial management and budget programs, ensuring alignment with mission priorities and strategic goals.

What you need to qualify

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with preparation of annual and multi-year budget formulation activities and/or coordinating budget estimates and supporting justification for bureau operations funding exceeding more than $1 billion. Experience with laws, regulations, policies, procedures, and operations related to budget programs and financial management services. Experience advising bureau management officials on budget formulation and strategic planning, funding allocation, and appropriation issues. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
