What you'd do

The National Consolidated Mail Outpatient Program (CMOP) network provides pharmaceutical support services to VA healthcare facilities located within defined respective CMOP service areas throughout the United States. The incumbent will provide organizational and program support over a multifaceted, highly technical production operation that brings together the functions of mail process information systems, data management, and automated pharmaceutical dispensing systems for all VA CMOPs.

Major duties

Major duties and responsibilities of the Program Specialist include but are not limited to the following: Plan and execute special projects, including managing business continuity and disaster recovery efforts for the CMOP program. Conduct research and analysis to identify issues, interpret data, and provide actionable recommendations to senior management on CMOP operations. Oversee mail processing and delivery management, develop policies and guidelines, and serve as a liaison on related matters within the CMOP program. Develop and implement procedures for administrative control systems, conduct audits and inspections, and ensure compliance with regulatory standards. Evaluate organizational structures, develop policy interpretations, and provide guidance to improve CMOP program efficiency and effectiveness. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement GS-09: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Knowledge of CMOP operations, records management, VA contracts and purchasing security maintenance through PIV and badge access programs, timekeeping. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of qualifying experience include: 1.) Prepare and create documents for the fulfillment operations and perform office document and form creation, edits, and revision, which include word processing, using a variety of software applications (e.g. Microsoft Word, Visio, Publisher, Access, InfoPath, Excel, Project and Outlook). 2.) Develop local policies and procedures in accordance with national policy, procedures and handbooks, assuring the dissemination to all personnel involved with the program. 3.) Maintain fulfillment operations human resource requirements and coordinates with Associate Director and managers to assist in analyzing current and future workforce requirements to determine competencies and skills needed, staffing plans and leave coordination. 4.) Compile, update, disseminate and monitor performance metrics information to support performance and compliance requirements. 5.) Facilitate and complete Special Projects assigned independently or as a team member. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience directly related to the work of the position as outlined above and education beyond the first two (2) graduate years or 36 semester hours.
