THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MATERIALS HANDLER (SSC), Position Description Number D1909000 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more Position(s) may be hired against this Announcement.

Major duties

As an MATERIALS HANDLER (SSC), WG-6907-07, you will serve as a Small Shop Chief performing all of the following tasks: plan and lay out work to be accomplished in the shop which is then completed by the individual and lower graded worker(s). Possess the knowledge and skills found at the journeyman level as well as those required for planning, accomplishing and maintaining a functional shop maintenance program. Independently determine appropriate maintenance procedures such as how and when the work should be accomplished. Devise and maintain all program plans and records. Plan, organize and direct shop maintenance programs/procedures under general supervision. Determine approaches, methods and courses of action required to accomplish the mission of the shop in an effective and efficient manner. May provide recommendations and input to the supervisor concerning personnel actions such as performance appraisals, awards, position description changes, disciplinary actions, leave, etc. Perform the same type and level of work as performed within the unit. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at USPFO Supply and Services Division AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Resource Management, and DPI) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG Military Grades: OFFICER O1-O2 WARRANT OFFICER WO1-CW5 ENLISTED E1-E9 Supervisor for this position is Mr. Hugendubler *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience or training which demonstrates the ability to compare item identification against receiving reports and issue request forms; skill in using hand trucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other hand tools; and to follow oral and written instructions. SPECIALIZED EXPERIENCE: Experience performing inventory and inspections to determine serviceability of stocked items. Experience in interpreting and applying written instructions, reference materials, publications, and manuals. Experience in setting up and rotating storage locations considering factors such as life expectancy, available space, product turnover, etc. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
