THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D2422000 and is part of the PA 171st Air Refueling Wing, National Guard. 1 or more Position(s) may be hired against this Announcement.

Major duties

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-09, you will serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Ensure that traffic management and transportation services required to support the mission are accomplished. Inspect, or provide for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Procure domestic and international travel for both military and civilian passengers. Maintain all transportation related automated systems and databases to support the Traffic Management Programs for the State. Accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Perform other related duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at the 171st Air Refueling Wing AOC 2: NG employees in the 171st Air Refueling Wing (This includes 258th ATCS, 146 Weather Flight, 146 ARS, and 147 ARS) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG Military Grades: ENLISTED E1 - E6 Supervisor for this position is MSgt Hewitt Manpower #00882841 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
