What you'd do
The incumbent is the Program Specialist performing a variety of administrative duties for the COS and DCOS located at Honolulu, Hawaii.
Major duties
The duties relate to this position include but are not limited to the following: Arranges conferences and meetings independently without specific prior approval based on knowledge of the COS, DCOS and/or HSS's schedule. Schedules appointments, reserves space, and time and notifies individuals who are expected to attend. Independently prepares agendas, takes, and transcribes dictation (meeting minutes), and arranges for special equipment items as needed for the monthly Executive Council of the Medical Staff, Semi-annual Medical/Dental Staff Meeting, and other Committee meetings and workgroups as assigned by the COS, DCOS and/or HSS. Serves as the primary Automated Data Processing Application Coordinator for the COS office Independently conducts administrative program reviews to assess the efficiency and effectiveness of COS office operations, identifying gaps and recommending corrective actions to the COS/DCOS. Assists with the extensive coordination of Physician, Dentist and Podiatrist Biennial Market Pay Reviews, or as needed for new VAPIHCS hires. Collects, compiles, and analyzes operational data from multiple sources (e.g., Telehealth utilization, Patient Safety incident trends, Clinical Service Contract performance metrics) to prepare executive-level summary reports and dashboards for presentation at the Executive Council of the Medical Staff (ECMS). Identifies trends, anomalies, and patterns in clinical data and other quality indicators, translating raw data into clear, actionable narratives. Develops and maintains tracking tools and spreadsheets to monitor key performance indicators (KPIs) across services under the COS and DCOS, flagging items requiring escalation and providing trend analysis on a monthly or quarterly basis. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist. **Examples of qualifying specialized experience includes: Arranging conferences and meetings, scheduling appointments, reserving meeting space, independently preparing agendas, transcribing dictation (meeting minutes), and arranging for special equipment items, arranging for transportation and lodging of visitors/participants including developing a planned itinerary; maintaining files and records. Education: master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as stated above. You will be rated on the following Competencies for this position: Analysis and Problem Solving Auditing Computer Skills Customer Service (Clerical/Technical) Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary in an office setting, with some walking, standing, bending, and carrying light items such as papers, files, and books; No special physical requirements are noted; physical demands fit normal office work.
