What you'd do

The position is within the Facilities Management Service at the James Mountain Inholfe VA Medical Center. The incumbent holds the role of Program Specialist (Facility Planner) at EOVAHCS, collaborates closely with the Chief of Engineering, the Supervisory Program Specialist (Planning Section Chief), Executive Leadership/Pentad, the executive staff of the Pentad, and Service Line Executives to review, plan, and coordinate the implementation of healthcare programs throughout the facility

Major duties

As the Program Specialist the incumbents duties include but are not limited to: Architecture knowledge, planning designs, constructions etc. Manages and Organizes Informtion Planning and Evaulting short or long term goals and strategies and evaulate outcomes Space Management, Clinic Utilization, Activation and Space Planning, key resource for all facility planning and programming initiatives. Coordinate and manage a range of activities, Strategic Capital Implementation Planning (SCIP) action plans and business cases. Formulates EOVAHCS's strategic and capital plans, maintains and updates the integrated master schedule, and manages Enhanced Use Lease (EUL) initiatives, sharing agreements, and disposition/divestiture activities. Develops option papers on various topics relevant to facility planning and programming. Prepare white papers, issue briefs, briefing reports, and special summaries of complex and sensitive issues related to facility planning and programming initiatives. Advising and coordinating space allocations under the direction of senior leadership. They are entrusted with developing, maintaining, and safeguarding all committee Records, both electronic and physical, to ensure the security and accessibility of critical documents. Utilize LEAN and other process improvement methodologies to optimize clinic workflow, patient traffic patterns, and spatial configurations, resulting in highly functional clinics customized to their respective areas.Formulates all upcoming projects within the EOVAHCS capital construction portfolio. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: facility planning, ability to derermine resource requirements, coordinating with other organizations or stakeholders to achieve goals; knowledge of implementation of fixtures, furniture, and equipment; architecture concepts and principles, theories and practices, aesthetic and functional knowledge, maintain and organize information, ability to determine objectives, setting priorites, accepts responsibility for mistakes.
