What you'd do
This position is responsible to the Data Analytics team within Workforce Solutions, a field-based unit of the Workforce Management and Consulting (WMC) Office.This position serves as a member of a team that provides information and analytical support for VHA leaders and field managers, manages projects, automates and produces reports, and displays information in a variety of formats is mandatory.
Major duties
This position responds to requests for information and support from all levels of the organization, including senior level managers in VHACO and is responsible for the identification of information needed to manage critical aspects of field operations and design and development of information, data templates, and automated data gathering processes. This includes complex database data retrieval and manipulation and requires in-depth knowledge of VHA operations, national databases, report development, and analytical techniques. This position provides statistical analysis to assist HTM in providing oversight and processes in the areas of human resources, workforce development and succession management. Duties will include: Assisting with data reporting and data analysis. Consulting with VHACO, VISN and field staff to initiate, develop and execute projects in support of development of data needs. Exercising initiative and collaborating effectively with complex and competing activities. Helping design and implement web-based and non-web-based data reporting. Identifying needs and developing information products to meet those needs. Evaluating information and making recommendations for effective organizational changes, including those related to the collection and analysis of information. Assisting other to produce analytical reports that are made available to a wide-variety of constituents, including oversight bodies and external stakeholders. Translating data into meaningful management information. Assisting other to develop training materials or other tools to assist managers in utilizing data and reports that are produced. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday (8:30am -4:00pm) Telework: This position is not authorized for telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of the original hiring duty station at a VA-owned or lease space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exceptions or an exemption. Any approval for an RTO exception, exception, or extension will happen after a tentative job offer, but before a final job offer. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The selective placement factors for this position are: Advanced knowledge and skill in accessing VHA HR data systems. Advanced skill in using Excel (or other analytic software) to clean manipulate, analyze, and present data. Advanced skill in interpreting data and communicating insights from analysis. You must provide evidence of your knowledge, skills, or abilities that meet the above Selective Placement Factor in your Resume/OF-612 in order to receive credit. *Selective Placement Factors represent knowledge, skills, or abilities that are essential for successful job performance and cannot reasonably be acquired on the job during the period of orientation/training customary for the position. Selective Placement Factors will be used for qualification purposes. AND GS-12 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. NOTE: To be minimally qualified for this position, you must meet 4 of the 6 examples of specialized experience listed below. Specialized experience is: Knowledge in developing recurring and ad hoc reports utilizing ProClarity or Pyramid Analytics briefing books, and SQL queries to create complex reports containing pivot tables, charts, and graphs using reporting technologies such as Excel. Knowledge in complex database data retrieval and manipulation, utilizing Standard Query Language (SQL) and server side programming utilizing a transactional SQL language (SQL Server Transact SQL, Oracle PL-SQL, etc.). Assisting with the management of projects and high level information requests including FOIAs, Congressional inquiries, etc. Assisting with informal and formal user trainings on data systems and dashboards. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Assisting with the creation and delivery of presentations to management and staff. GS-13 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization.
