What you'd do

As the Equal Employment Manager, you function as the principal advisor of affirmative employment, the Civil Rights External Programs etc., for the Medical Center Director, Service Chiefs, supervisors and employees. This position is responsible for program development, administration, evaluation and advisory functions. The position requires knowledge of Federal EEO regulations and principles, complaints and enforcement skills, administrative, management and consulting skills.

Major duties

As a GS-12 position this is an intermediate level position leading to the full performance level of GS-13. The incumbent is required to satisfactorily complete both on-the-job training and related instructions from the immediate supervisor. In a developmental capacity, the incumbent will be responsible for performing the full range of duties that generally conform to those given in the GS-13 position description. The incumbent is responsible to the Medical Center Director for program development, administration, evaluation and advisory functions. Additional duties included but not limited to: The incumbent directly supervises EEO Specialist (s) and or EEO Assistant and is under the broad indirect supervision of the Medical Center Director. Uses judgment in interpreting and adapting guidelines for application to specific cases or problems. Develop an Alternative Dispute Resolution Program, which will result in the development of policies and procedures voluntarily used to resolve controversy without the need to resort to litigation. Responsible for developing, implementing, coordinating, reviewing, monitoring, evaluating and updating all plans associated with the Diversity and EEO Program for the medical center. Completes and consolidates the Annual Affirmative Action Plan, Report of Accomplishments, and the Federal Equal Opportunity Recruitment Program (FEORP) Plan, and the People with Disabilities, and the Disabled Veterans Plans Conducts projects or studies designed to eliminate major barriers to equal employment opportunity at an agency. Performs complete assignments individually or as a team member involving a wide variety of duties, employing a broad range of fact-finding and analytical techniques, and requiring decisions in interpreting varied and complex factual situations in the context of the requirements of laws, regulations, or policies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am - 4:00pm. Work Schedule is subject to change based on agency need. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11, and for the GS-13 position you must have served 52 wees at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: FOR GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing command-wide programs such as the Affirmative Action Program, and all programs under the Special Emphasis Program. Counseling employees, former employees and applicants for employment who believe they have been discriminated. Counseling aggrieved persons about the EEO complaint process. Writing and preparing written counselor reports consulting with cognizant line officials, attorneys, union officials, and other HR employees to develop resolutions and disposition to EEO complaints. -OR- Specialized Experience: FOR GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing command-wide programs such as the Affirmative Action Program, and all programs under the Special Emphasis Program. Counseling employees, former employees and applicants for employment who believe they have been discriminated. Counseling aggrieved persons about the EEO complaint process. Writing and preparing written counselor reports consulting with cognizant line officials, attorneys, union officials, and other HR employees to develop resolutions and disposition to EEO complaints. You will be rated on the following Competencies for this position: Conflict Management Influencing/Negotiating Manages Resources Partnering Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The regular and recurring work performed involves sitting at a desk, sitting in conferences and meetings, or riding in an automobile or public transportation . No special physical exertion is required by this position. Work Environment: The regular and recurring work is performed in a work environment that involves normal everyday low risks or discomforts typical of offices. Work areas are adequately lighted, heated, and ventilated.
