What you'd do

The position of the Program Manager has senior management responsibility for managing the front end of the business operations of a consolidated business unit consisting of the hospital functions of multiple facilities that include the intake of patients, insurance verification, billing, document imaging and customer service.

Major duties

Major Duties: Manages a business unit consisting of the hospital functions of multiple facilities that are responsible for the intake of patients, insurance verification, billing, customer service, and performance reporting. Controls the operational unit of the CPAC, that is designed to match to the process requirements for efficient delivery of results. Supports the overall CPAC performance and has responsibility for delivering service and revenue results that meet the expectations of the CPAC CEO, VISN and CC executive management. Collects revenue for all the facilities assigned to the CPAC and must organize and control the CPAC employees located in each facility as well as the operational staff located within the CPAC. Supports an effective compliance program that trains employees in the proper execution of their duties and motivates them to comply with all laws, rules and regulations. Work Schedule: Monday - Friday; 7:00am - 3:30pm (subject to change based on operational need) Telework: This position may be authorized ad-hoc for telework. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using qualitative and/or quantitative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Planning, organizing, and directing team work and negotiating effectively with management to accept and implement recommendations where the proposals involve substantial agency resources and require extensive changes in established procedures, which may conflict with the desires of the activity studied. Managing a consolidated business unit consisting of the hospital functions of multiple facilities that are responsible for the intake of patients, insurance verification, billing, collection, customer service, cash management, and performance reporting.
