What you'd do

This position is located in Monacan Service Unit in Madison Heights, Virginia. The primary purpose of this position is to serve as the Facility Operations Specialist and Property Custodial Officer responsible for administering the facility management program, including the operation, maintenance, repair, and improvement of buildings, grounds, and equipment to ensure a safe and compliant envrionment for the delivery of health care services to American Indians and Alaska Natives.

Major duties

Administers the facility management program by developing, implementing, and annually updating the service unit's Facilities Program Plan to ensure operational continuity and compliance with applicable regulatory and accreditation requirements. Responds to service requests, conducting inspections, implementing corrective actions, maintaining grounds, and ensuring compliance with safety and access regulations to support uninterrupted patient care and daily operations. Performs the full range of trades and labor work for the operation, maintenance, and repair of public facilities, buildings, and grounds, including maintenance of heating, ventilation and air conditioning systems, building automation and control systems, plumbing, mechanical, electrical, and life safety systems to ensure continuous safe operations. Serves as the Property Custodial Officer by maintaining accountability records for all government property held or acquired within the custodial area; coordinates with the Information Technology program for IT devices and equipment; and collaborates with the Area Property Management Officer on all property matters requiring Area-level coordination.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part-time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Applicants must meet one of the following Individual Occupational Requirements (IOR) for the Facility Operations Services Series 1640. Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Experience: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Administering and maintaining facility operations programs that support safe, efficient, and compliant healthcare environments. Developing and maintaining the preventive maintenance plan for all facility systems, structures, and grounds; maintains a current log of facility warranties, vendor contacts, and emergency repair contracts to support uninterrupted operations. OR Master's or equivalent doctoral degree or 2 full years of progressively higher-level graduate education leading to such a degree with a major of study in engineering, industrial arts, property management, or business administration (must provide copy of transcripts at the time of application). OR A combination of the specialized experience and education. (Must provide copies of graduate transcripts.) Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements by the closing date of the announcement.
