The Chief of Community Care reports to the Associate Director of Access and serves as a key resource for VA Care in the Community and to the Executive Leadership Team. **This position is for a temporary detail NTE 120 days and could become extended or permanent without further competition. Managers approval is required.**

Major duties

The Chief of Community Care has is responsible for all functions related to the VA Community Care Program including financial analysis, supervisory oversight of the administrative aspects within the service, provider contract development and contract maintenance, information management and strategic planning. Continuous audit and review of community care metrics and processes as well as individual cases to ensure delivery of appropriate, timely and cost-effective medical care to Veterans in accordance with all applicable and relevant laws, regulations, procedures and directives. Responsible for short, mid and ling-range planning and programming aspects of the Community Care Program including development and implementation of local policies for the program, evaluating the organizational structure of the program and preparing reports for facility and VISN leadership necessary to evaluate program effectiveness. Provide oversight to clinical and administrative managers to ensure day to day work is completed by subordinates and ensures staff receive appropriate training. Responsible for communicating the provisions of the VA Community Care Program to current and new community-based providers to facilitate and establish a robust network for Care in the community The Chief of Community Care is authorized to make decisions and act on matters within the scope and responsibility of Community Care. In day-to-day operations, these decisions directly impact the development of the various clinical and administrative programs that provide community services to patients assigned to the Atlanta VA Health Care System. The Chief of Community Care must demonstrate leadership and supervision skills and a high degree of personal and professional skills, interpersonal relations, critical thinking, problem solving and conflict resolution. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Basic education or specialized experience that must be met before further consideration can be given. Undergraduate and Graduate Education: A degree in a major study in an academic field of hospital administration, public health administration, or related fields such as health care administration.(Transcripts required); Or Specialized Experience: progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field. This work may have been performed in an operating health care facility or an executive level health organization with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers; analysis and/or coordination of administrative, clinical, or other service activities; provided knowledge of missions, organizations, programs, and requirements of health care delivery systems; knowledge of regulations, various regulatory and credentialing groups, government-wide, agency, and facility systems and requirements of various administrative areas such as budget, personnel, and procurement; Or, Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the basic requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: improving productivity and utilization of scarce resources in healthcare services; applying hospital administration principles, theories, and practices to analyze, evaluate, recommend solutions to complex problems; developing policies for a large healthcare organization; operational performance management; negotiating and recommending policy and/or program changes; analyze and evaluate healthcare program operations. You will be rated on the following Competencies for this position: Conflict Management Influencing/Negotiating Manages Resources Partnering Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: VA Community Care experience as a Title 5 Health System Specialist or Title 38 (Nurse or other Provider) Physical Requirements: The work is primarily sedentary but also demands some standing, walking, bending, lifting, and carrying of charts, folders. forms. and miscellaneous supplies to various locations within the HCS for meetings. The incumbent frequently walks to various parts of the health care system including patient care areas. Work Environment: Work is typically primarily performed in an adequately lighted and climate-controlled office and meeting rooms. At times, the incumbent may need to meet with staff or patients in the Urgent Care Center and inpatient units. May require occasional travel.
