Major duties
Gather, analyze, document, and manage stakeholder requirements, acting as a liaison between business stakeholders and development teams to translate clear capability needs and associated gaps. Orchestrate cross-functional teams to define scope, create schedules, manage risks, allocate tasks, ensure quality, communicate progress, and foster collaboration across organizations to facilitate informed senior leader decisions. Decompose Operational Requirement into high-level capability requirements for IT services/capabilities. Identify and prepare the documentation of the high-level requirements in a Capability Needs Statement. Provide feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Regularly brief senior leadership/staff on project status and significant developments. Contribute creative ideas and actively participate in team meetings, resulting in added value to the team's products and services. Ensure Oral and written communications are clear, accurate, timely, and presented in a concise manner.
What you need to qualify
Basic Requirements: Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as: Experience conducting business case analysis for complex IT systems and services; experience forming and leading integrated product teams; experience writing formal analysis documents for complex and nuanced technical concepts, and experience briefing/presenting complex and nuanced technical concepts to executives. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
