What you'd do

This position is located in the Office of Standardization & Sustainment, Release & Interface Management for the Dept. of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), in the Office of the Deputy Secretary of VA (DEPSECVA). The incumbent is responsible for project management/oversight which includes managing/coordinating various projects and program level operations. This position will require up to 25% official travel.

Major duties

This is a bargaining unit position. This position is primarily aligned to the following NICE Cybersecurity Workforce Framework work roles: Cybersecurity Code 801 - Program Manager: Description Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities. Cybersecurity Code 802 - IT Project Manager: Directly manages information technology projects. For more information about these work roles, where they fit within the larger Cyber Workforce, and how they can support your unique career journey, please visit the Cyber Career Pathways tool on the National Initiative for Cybersecurity Careers and Studies website: https://niccs.us-cert.gov/workforce-development/cyber-career-pathways Duties include but are not limited to: Initiates and manages IT projects as well as special technical studies related to executing the EHRM-IO mission. Projects cover a wide area of scope within EHRM workstreams including but not limited to deployments, new/enhanced solutions and capabilities/integrations, transition to sustainment projects, technical operations, domain operations, infrastructure. Serve as a facilitator and coordinator of high-level projects, ensuring schedule, security, risk, budget, acquisitions, implementation, education, and communication issues are managed appropriately. Participates in the requirements identification, analysis and proposed solution for current and future EHRM-IO IT capabilities. Participates in change control (for example, reviewing configuration change requests); ensures appropriate product-related training and documentation are developed and made available to customers. Acts as a liaison with other technology groups, hardware vendors and software vendors to determine suitability of items and to coordinate vendor involvement and support for hardware and software. For the GS-13: To meet the Competency-Based Qualification Standard for the Information Technology (IT) Management Series (2210), you must possess: For all positions, individuals must meet or exceed the minimum proficiency level established for each of the nine competencies listed below. AND Minimum Qualification: The demonstration of knowledge, skills, and abilities/competencies which demonstrate the likelihood to perform successfully the duties of the position and is related to the work of the position to be filled. These knowledge, skills, and abilities/competencies are normally attained through the equivalent of one year of specialized experience equivalent to the next lower grade level of the position being filled but may now be obtained through other means. Such demonstratable knowledge, skills, and abilities/competencies may be typically gained in the IT field or through the performance of work where the primary concern is IT or other means (e.g., licensure, certification, registration, or special training). You must possess one-year of Specialized Experience equivalent to at least the GS-12 level. Specialized experience is defined as Initiating and managing IT projects as well as technical studies to include deployments, new/enhanced solutions and capabilities/integrations, transition to sustainment projects, technical operations, domain operations infrastructure; Knowledge of system life cycle management principles, including software security and usability.; Applying advanced IT concepts, principles, standards, and practices sufficient to interpret policies, procedures, and strategies governing the planning and delivery of services, provide expert technical advice, guidance, and recommendations to management and other technical specialists on IT issues; and Acting a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully. NOTE: The Specialized Experience MUST be substantiated in your resume. OR Applicants may also be considered to have satisfied the minimum qualification requirements for a position if they can present evidence that clearly justifies a high evaluation of their competence, such as one or more of the following: Appropriate licensure, registration(s), certification(s); or A substantial record of experience, achievement, and publications that demonstrates eminence in the appropriate profession/technical field. Applicants can qualify fully on the basis of licensure, certification, registration, or special training as an alternative to experience.
