You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT) in the Naval Air Warfare Center Aircraft Division, Human Capital Management Group, and Staffing and Classification Department of NAVAIRWARCENAC DIV. Major duties

You will be responsible for the overall management of the Staffing and Classification Department for the Patuxent River HRO serviced customer population. You will be responsible for senior management interface, internal and external to the command, to ensure the success of the Department by focusing on the effective implementation and delivery of all programs and services. You will provide staffing, classification and related policy guidance to your subordinates, civilian employees, and all levels of management across the serviced customer base. You will communicate the organization’s strategic plan, mission, vision, and values to the employees within the Department and across the Human Capital Management as a key leader in the Group. You will develop new and innovative programs/services to address the diverse and changing human capital needs to include determining whether the need for a new service or program exists or when one is in need of expansion or modification. You will promote and facilitate teamwork, cooperation and a continuing dialogue among subordinates in a transparent manner. You will resolve problems, policies, and precedent setting issues which have the potential of NAVAIR/NAWCAD or Pax site-wide impact, in collaboration with the Director. You will proactively monitor the management of personnel actions in accordance with established benchmarks and standards to support efficient end-to-end cycle time.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band (NM-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing the principles and methods of personnel management, staffing, classification, placement and compensation to advise and identify interrelated problems, draw conclusions and recommend appropriate courses of action; 2) Using functional area tools to proactively analyze departmental workload and re-balance proactively in support of a reduced end-to-end cycle time; 3) Monitoring programs effectively based on analysis of supporting data sets to make programmatic recommendations and decisions to effect driven outcomes; and 4) Developing and interpreting qualitative and quantitative metrics for decision making and continually assessing the health of all Staffing and Classification Department programs.
