The Administrative Officer position is located within Rehabilitation and Extended Care (REC) Integrated Clinical Community Service (ICC) within the Geriatrics and Extended Care Service. The Administrative Officer is the sole provider of administrative guidance for employees within the REC ICC.

Major duties

The Administrative Officer position requires thorough knowledge of laws, regulatory and accrediting agency requirements, and agency policies and regulations relative to clinical and administrative operations. Key functions of the position include assisting in strategic planning; creating and maintaining statistical data for decision-making purposes; develop and monitor cost effective programs; develop clinical policies as appropriate and develop methods and tools to scientifically evaluate program activities and effectiveness. Major Duties include, but are not limited to: Serve as an Administrative Officer to management for the overall administrative management for the staff in the REC ICC. These areas (clinics) include Community Living Center, Audiology, Recreation Therapy, Physical Therapy, Occupational Therapy, Speech Therapy, Kinesiotherapy, and Adult Day Health Care departments. Interpreting administrative policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues. Direct the personnel management program for the service, performing or overseeing the full range of human resources requirements. Assists the service chief in directing the personnel management program for the service, including matters involving recruitment, promotions, awards, position classification, training, etc. Responsible for the collection, compilation, entry, and/or tracking of data and statistical information for various programs and projects relative to organizational operations. Develops data collection methodologies, designs data collection tools for compilation and display, conducts data review to locate omissions and inconsistencies, ensures data is complete and accurate, and performs reporting of data/statistical results pertinent to program/project initiatives. May serve as a project officer responsible for the evaluation of the effectiveness and efficiency of major program operations. Establishes and administers equipment and space per policy for the unique and/or complex organization of the REC ICC clinics. Reviews outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions and regulations, as well as the viewpoint of the Chief. Maintains confidentiality of all office matters and executes discretion in the release of all information. Administer the internal review, quality, and productivity initiatives for the organization. Provides for the budgeting and financial management for REC ICC that include five control points and $3,000,000 annually. This includes budget formulation, justification, and execution; financial management; and financial reporting. Plans a system of internal control which assures the fiscal management of the Medical Center will be maintained on a sound basis in accordance with generally accepted accounting practices. Oversees procurement and contracting for REC ICC and provides complete Contracting Officer Representative (COR) duties for the Department. Incumbent represents management at labor management meetings, provides information, and resolves conflicts and /or problems that may arise and assures that management officials are familiar with the negotiated agreement. Assists managers and staff in projecting staffing needs, writing position descriptions and functional statements, developing job analyses, preparing performance plans and appraisals, and drafting disciplinary and adverse actions. Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. All other duties as assigned, pertaining to this occupation, to meet the needs of the Agency, Department, Facility, and/or Service. Work Schedule: Full-Time, Monday-Friday 8:00am-4:30pm. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for the GS-11 grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at this grade. Preferred Experience: At least 1 year of experience with administration including customer service, policy review, and contracting. Completion of Contracting Officer Representative (COR) Training.
