Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs analysis and provides oversite and guidance in phases of TE/GE's Issue submission, issue identification, development, and compliance strategy processes. Performs analysis and provides guidance on issues relative to workplan development, monitoring, and compliance strategy assessment. Assures that the processes/activities conform to internal IRS policies, as well as to federal regulations and laws. Utilizes a mastery level of a professional knowledge of advanced accounting and auditing principles to perform projects, studies and analyses on such topics as issue submission and scoping; issue proposal framework and approach; compliance strategy proposal, development, approval, monitoring and assessment; researches and analyzes data including examination results to identify customer segment/industry trends, issues and problems. Performs reviews of various TE/GE issue identification and compliance strategy programs against established strategic goals and identifies improvements to relative functional processes and systems to achieve targets, tracks, and updates data required to support the analyses or studies. Incorporates ongoing projects and programs related to newly identified issues into the Workplan. Monitors closing results and shares findings internal stakeholders. Analyzes trends from TE/GE Determinations and Voluntary Compliance activity. Analyzes program functions and/or areas to discern trends in program delivery. Analyzes overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives. Serves as the process analysis expert for a program or function. Develops various techniques and methods to assess costs and benefits of alternative programs and to evaluate the effectiveness of current programs. Develops program plans, designs and issues directives and instructions, and develops recommendations to improve the effectiveness of assigned program. Reviews and evaluates the effectiveness of operating procedures, workflow, inter-functional coordination, and organization operation through personal observation, conferences, and of status reports and data. Prepares resulting documents from these reviews, reporting on progress towards achievement of program initiatives. Evaluates the implementation of new procedures affecting the program operations and maintains adequate controls to ensure compliance with procedures and deadlines. Assesses the impact of new programs and legislative changes on existing programs and resources. Presents findings through reports, memoranda, oral presentations, and other documents as required. Leads or participates in task groups or independently conducts special studies or projects on aspects of a segment of the assigned program activity. Provides leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects. Participates in TE/GE task forces. Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; adjusting accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: BASIC REQUIREMENTS All GRADES: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance. OR A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. AND SPECIALIZED EXPERIENCE FOR GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in Federal service. Specialized experience for this position includes: Applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities. Interpreting and applying Federal tax law for individuals, business, and/or exempt organizations, partnerships, and corporations. Applying business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition. Experience with corporate financial transactions and financial management principles and practices. Interacting with a broad range of individuals and in negotiating with specialists in accounting, legal, tax, and other similar business-related professions; experience using and working with the Internal Revenue Code, regulations, procedures, published rulings, and court decisions, advisory letters, memoranda, and other internal guidance, as they relate to tax exempt organizations. Using specialized accounting techniques/practices and analytical techniques to evaluate the most difficult factual situations and apply relevant legal and administrative authority to reach a well-reasoned decision. Communicating technical or program information both verbally and in writing to Senior Leadership, Customers and Stakeholder. Developing comprehensive Exempt Organizations training material and as an on-the-job instructor or mentor; instructing EO training classes and serve as an on-the-job instructor. Analyzing business relationships and financial practices to determine if employee/employer relationships exist; experience in legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Serving as an accountant, auditor, or investigator in the application of federal tax accounting principles and the Internal Revenue Code and related laws. Reviewing documents to protect Personal Identifiable Information (PII) and Sensitive But Unclassified (SBU) information in accordance with established privacy and disclosure policies. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks.
