What you'd do

This position serves as the Program Manager for the VHA Vocational Rehabilitation Service (VAVR) which is comprised of Compensated Work Therapy (CWT) Programs - Transitional Work (TW), Supported Employment (SE), Community Based Employment Services(CBES), and Supported Education(SE). Vocational Assistance (VOC), and Peer Support (PSS) are additional vocational rehabilitation services provided within VA-VR, and as a part of the Mental Health product line, under the Chief, Psychology Services.

Major duties

Duties: Responsible for VA-VR/CWT financial account budget and billing, collections, contract procurement, equipment purchases, purchase of support services, payments to veterans participating in CWT, etc. Assesses the effectiveness of current programming and resources to ensure adequate placement and follow up of program participants. Initiates and maintains up to date Memorandums of Understanding (MOU) and contractual agreements with referring sources in the community. Uses professional expertise to interpret results that are uncommon, inconsistent or unconventional. Conducts comprehensive initial evaluations to determine the existence of a vocational impairment and whether this impairment constitutes an employment handicap, the severity of the employment handicap, the feasibility for achieving a vocational goal referred for rehabilitation benefits and the need for independent living services. Considers the veteran's complete personal, vocational and educational history as well as collects data on the limitations imposed by the disability, abilities, aptitudes and interests; conducts effective interviews, observations, personal histories or uses other assessment measurement devices to gather information that portrays the veteran's mental & physical health; evaluates the results and provides sound conclusions. Provides services to a broad range of clients presenting many combinations of vocational education, physical and emotional disabilities. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. AND Individual Occupational Requirement (IOR): Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate and Graduate Education: Major study -- vocational rehabilitation, vocational or educational counseling, or other fields related to the position; OR, Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program. Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention. Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience and/or directly related education relevant to this position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with psychological, rehabilitation and counseling theories and principles in order to assist veterans with rehabilitation programs; Experienced in rehabilitation counseling techniques and resources needed to work with veterans with serious, multiple disabilities, homebound veterans and veterans with serious acute or chronic, mental disabilities and those with problems adjusting to social and occupational requirements; Experience accurately collecting and reporting data and to identify aspects of program operations which need improvement; Utilizes a variety of fact-finding techniques which requires a vast knowledge of the program objectives of both state and Federal agencies to ensure that action is appropriate; Responsible for the quality improvement, staff education, clinical research and other functions inherent to the position. Responsible for the day-to-day activity in all vocational activities planned for patients. Responsible for VA-VR/CWT financial account budget and billing, collections, contract procurement, equipment purchases, purchase of support services, payments to veterans participating in CWT, etc. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, however, walking, carrying files and fine motor dexterity is involved in processing and monitoring veteran's cases. Occasional overnight travel and extensive intra-state travel by automobile or public conveyance is expected.
