THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 MANAGEMENT ANALYST (MI G3), Position Description Number NGD2677000 and is part of the MI JFHQ Army, Michigan Army National Guard. MICHIGAN ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Major duties

***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located in the Joint Force Headquarters-State, Strategic Policy and Plans Directorate, (J-5). The primary purposes of this position are to assist the Director in Strategic Planning to achieve long-range objectives; Deliberate Planning in support of Defense Support to Civil Authorities and Homeland Security (HLS)/Homeland Defense (HLD) missions; and assist in policy development and implementation as it relates to the Interagency Process and Security Cooperation/State Partnership Programs. Assists in the development and coordination of Deliberate Planning, strategic polices, initiatives and concepts related to transformation, federal and state homeland security/homeland defense, interagency coordination, and selected other activities of the State. Assists in the development of local policies, procedures, and guidance for use by managers; documents objectives to implement the strategic plan, process improvement and quality programs. Assists with coordination of Security Cooperation/State Partnership Programs and Homeland Defense Cooperation Key Leader Engagements, CONUS/OCONUS training events, country clearances, support requirements, transportation, scheduling, training and educational activities for multiple annual events, and the development of proposed State Partnership and Security Cooperation. Assist in the preparation of current Security Cooperation/State Partnership Program status briefs to the J-5, Army/Air Services, DOJS and the Adjutant General. Evaluates the organizations program performance against stated goals by compiling, organizing, and analyzing data in the development of trend analysis. Tasks are unique in nature, requiring the development of standalone processes and techniques to formulate decisions or policy. Participates in government and non-government seminars, conferences and workshops; coordinates and networks with government and non-government agencies and organizations. Research multiple sources for information and analyzes data in order to develop position, point and information papers as well as briefings. Research government and private industry strategies/successes; assesses the value of different technology and provides guidance to managers. Interacts with and encourages managers, directors, supervisors and employees to consider, explore, and develop ideas and approaches to improve government products, services and performance. Facilitates, assists, and leads group/work teams in defining and recommending improvements to accomplish specific objectives. Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 24 months experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
