What you'd do

You will serve as a Program Manager in the Security and Intelligence Directorate of the Deputy Under Secretary of the Navy (DUSN) for Intelligence and Security (DUSN (I&S).

Major duties

You will manage project/program requirements, objectives, and metrics, and resolves conflicts among schedules, funding, and resources. You will advise Department of Navy (DON) leadership on a wide range of integrating activities including all of the Security disciplines. You will collect data and use it to generate reports on work volume and projected staffing needs. You will serve as the program authority for developing and reviewing Memorandums of Agreement/Understanding (MOA/MOU). You will serve as the primary DON Civilian Human Resources liaison—managing TWMS, RPAs, and JOAs—and ensures the prompt, compliant implementation of technical instructions and regulations. You will leverage data analytics to balance staffing levels against work volume and generate projected staffing reports. You will develop long-range strategic plans aligning existing talent needs with command business objectives, driving initiatives for recruitment, retention, training, and knowledge management. You will collaborate with DON Echelon II Security Directorates and subject matter experts to execute enterprise-level security planning. You will formulate and implement policy direction, guidance, and training programs to apply security procedures and methods across complex, multi-disciplinary environments

What you need to qualify

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing and executing comprehensive strategic plans, corporate policies, and streamlined business operations to align with organizational goals. Experience serving as a trusted advisor to senior leadership on critical human capital strategies, including workforce management, talent acquisition, retention, succession planning, and organizational development. Experience directing enterprise-wide learning and development programs, encompassing mandatory compliance training, professional development initiatives, and Individual Development Plans (IDPs). Experience evaluating program effectiveness and championing continuous business process improvements to optimize operational workflows. Experience spearheading high-impact, cross-functional initiatives by collaborating with diverse stakeholders to drive organizational alignment. Experience authoring executive-level briefings, reports, and data-driven recommendations for senior executives and representing the organization in high-level working groups and committee meetings. Experience coordinating large-scale strategic initiatives that measurably improve operational efficiency, workforce readiness, and overall mission accomplishment. Experience utilizing DON Civilian Human Resources systems with hands-on experience acting as an HR liaison, to include processing Request for Personnel Actions (RPAs) and drafting Job Opportunity Announcements (JOAs) utilizing the Total Workforce Management Services (TWMS) platform.
