Major duties

The Ralph H. Johnson Department of Veterans Affairs Medical Center is looking for two Pharmacy Supervisors in Ambulatory Care, one PACT and one Specialty. These individuals are responsible for the professional and administrative management of clinical pharmacy services within the Ambulatory Care section. This will include personnel, clinical pharmacy programs (including pharmacy student and resident training), scheduling, compliance with policies/procedures, and budgetary execution related to these areas. Such individuals have responsibilities for supervising multiple pharmacists. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Major duties include, but are not limited to: Responsible for the day-to day operations of the clinical pharmacy services within the Ambulatory Care Section. Serve as Acting Associate Chief, Ambulatory Care Clinical Services or other pharmacy supervisors when requested. Plan, organize, assign, and review work of subordinates; this includes scheduling of priorities and personnel for the effective completion of pharmacy programs objectives. Conduct on-going and annual performance evaluation of subordinates (PACT pharmacists/ Specialty pharmacists). Counsel employees on performance when necessary and/or recognize high level performance as appropriate. Interview applicants for vacancies, determine their suitability for the position, and make recommendations to the Chief, Pharmacy Service. Gathers statistical information preparing periodic reports on assigned pharmacy programs and providing justifications for budgetary, personnel, equipment, and space requirements. The incumbent will prepare other special data and reports as required. Continuously strives to find ways to reduce cost of operations and to increase efficiency of operations. Monitor and maintains appropriate data and prepares reports and correspondence in a complete, accurate, and timely manner. Ensure compliance with all Joint Commission, VACO, union contract, EEO regulations, and local standards and guidelines as well as federal and state laws as staffing and resources permit. Participate in interdisciplinary medical center committees and patient rounds as a member representing Pharmacy Service. The incumbent serves on quality assurance and administrative investigations when appointed by the medical center director. Medication Management: including the ability to initiate, change, or discontinue OTC or prescription medication for the patients involved in pharmacist-run clinics per the pharmacist's specific scope of practice. Identify continuing education and training needs based on performance of all subordinate staff. Preceptor for pharmacy students and residents, develops training programs for the applicable pharmacy rotations. Monitors all resident/student development and reports progress to the program director. Contact with patients, relatives, staff members and other individuals dealing with the Medical Center demonstrates a concerned, compassionate and helpful attitude to enhance a positive image of the Medical Center and the VA system. What you need to qualify

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet- Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Pharmacy Supervisor: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level (GS-12). At the GS-12 grade level, the clinical pharmacist handles routine medication-related activities in accordance with local, Veterans Integrated Service Network (VISN), and national policies and regulations. These include, but are not limited to: reviewing, interpreting, and verifying medication orders for appropriateness; processing and filling medication orders; interacting with and making recommendations to other clinical staff regarding medication therapy ordered to ensure safe and effective care; reviewing the patient's medications, allergies, labs, and other pertinent information from the medical record to identify and solve medication-related problems; contacting providers as appropriate; documenting recommendations and interventions; providing refill extensions and partial medication supplies; taking health and medication histories; performing medication reconciliation; providing drug information; assisting in formulary management including therapeutic substitutions, nonformulary reviews and medication usage evaluations; documenting and assessing adverse drug events (ADEs); assisting in medical emergencies; providing oversight of technical staff in all aspects of medication distribution. Pharmacists at the GS-12 level must demonstrate the following knowledge, skills and abilities (KSAs): Knowledge of professional pharmacy practice. Ability to communicate orally and in writing to both patients and health care staff. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Additionally, applicants must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy.
