Major duties
Is responsible for the development and implementation of business strategies to support initiatives across MCCS Services to include services and products related to telecommunications, retail, vending sales, and all other service-type offerings to the MCCS patron. Develops business sustainability project goals, objectives, and initiatives to ensure financial goals are achieved and offerings to the patron are relevant and trend-right. Assists in preparing policy for the operation and control of telecommunications, service businesses and vending programs. Analyzes telecommunications, service businesses and vending operations and evaluates the effectiveness of, and ensures compliance with, directives, objectives and policies. Participates with management in long-range planning, development of strategies, and periodic evaluation of schedules. Makes personal visits to commands to ensure compliance with directives, objectives, and policy. Prepares written reports and informational letters to the field on the areas of responsibility. Collects and consolidates performance data for review. Analyzes new trends in customer service. Develops standards for each type of service; reviews the performance of each type of service by activity, and initiates action as necessary. Provides technical advice and assistance to commands as necessary. Conducts procedural inspections and reviews to ensure compliance with MCCS policies and regulations, reporting discrepancies or noncompliance. Conducts and organizes portions of analytical studies and economic analyses for MCCS programs and services. Makes recommendations on corrective actions and conducts follow up inspections. Plans, develops and conducts analyses for current and projected programs to achieve goals and objectives. Collects, verifies and adjusts data from diverse sources and performs qualitative analysis manually, and through automated systems. Develops and implements analysis to evaluate and improve performance in the Services businesses. Disseminates information as required and communicates Services findings and solutions. Evaluates quantitative results and consults with subject matter experts to identify significant factors, relationships and trends to produce accurate and meaningful data. Applies standard and customized computer techniques to data collection methods. May develop online surveys and mailing lists for survey distribution. May develop program surveys, audits, and special projects. Conducts presentations using a variety of techniques and methods. Recommends programmatic plans, alternative courses of action, policies, and future strategies to support goals and objectives. Researches and evaluates current trends in the industry and provides recommendations to management regarding new business initiatives. Analyzes business capabilities and coordinates with field offices to develop organizational participation in system-wide contracts. Conducts market research; writes statements of work and assists with proposal evaluations. Administers assigned contracts to include providing support as Contracting Officer's Representative (COR) for negotiations, modifications, requests for corrective actions, preparation of termination notices and resolution of disputes. Serves as the main point of contract between local CORs in the field at the Contracting Officer. Composes clear, concise and effective original correspondence and memoranda. Attends conferences and meetings. Prepares supporting documentation for presentations and proposals. Prepares correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management. Provides assistance in preparation of the budget. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
What you need to qualify
Bachelor's degree in business or a related field appropriate to the work of position AND three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Managerial experience that demonstrates possession of knowledge of the principals, methods, techniques, and systems of service operations. Knowledge of: Nonappropriated Fund procurement and contracting regulations and procedures; ability to devise, administer, supervise and perform work involved in collecting, editing, computing, compiling, analyzing and presenting data; ability to devise and establish administrative systems and procedures for implementation of laws, regulations, and directives. Successful completion and filing of a Confidential Financial Disclosure Form (Office of Government Ethics (OGE) Form 450).
