This position is located within the Surgery Care Line, within the Lebanon VA Medical Center under the supervision of the Associate Chief of Staff, Surgery Care Line.

Major duties

The Surgery Care Line is responsible for 9 departments which provide surgical services to Veteran patients at the Lebanon VA Medical Center. These departments include the Administrative Staff, General Surgery, (including Wound Care), Surgical Specialists (Urology, Otolaryngology, Plastic Surgery, Vascular Surgery), Anesthesia, including Invasive Pain Procedures, Impact Clinic (Preoperative Clearance, and Optimization), Orthopedics, Podiatry, Optometry/Ophthalmology, and Visor (Blind and Low Vision Rehab). The management and operations of the OR and Endoscopy Suites falls under the Surgery Care Line. The primary purpose of this position is to provide management oversight, continuity of operations and administrative direction on a daily basis for the entire Surgery Care Line and all subsidiary departments. This position also directly advises the Associate Chief of Staff for the Surgery Care Line on all issues and objectives. Major duties include, but are not limited to: Administrative Oversight and Planning Collaborates with the Associate Chief of Staff for Surgery and Service Line Chiefs to design the administrative structure needed to support the implementation of any new program initiatives and champions the use of innovative quality improvement techniques. Establishes long- and short-term strategic planning; the missions of the VHA, VISN, and LVAMC, and identifies needs required to maintain care line operations. Oversee the revision of long-range plans, goals, and objectives for accomplishment of the medical center, VISN and/or national level program initiatives, including access measures and scheduling policies and procedures. Organizational and Program Evaluation/Analysis Manages the collection of data, submission of reports, and intervenes to resolve administrative problems and program evaluation. Analyzes and coordinates data resulting from inquiries to best organize it in a manner that meets the assignment's requirements. Conducts special projects or studies to analyze, evaluate and provide recommendations on clinical divisions or issues. Plans and/or accomplishes special projects. Acts as an expert on special projects, advising Surgery Care Line leadership on major organizational issues. Financial/Resource Management Performs fiscal/resource management administrative work in the following areas: personnel management/labor relations, administration, budgeting/financial management, procurement/contracting, property management and supply. Conducts analytical and strategic studies to forecast the logistical needs of clinical areas in terms of space, supplies, transportation, and manpower utilization. These studies are of a highly complex nature and relate to the effective and efficient operation of the medical center. Supervisory Duties Directly supervises 3 full time VA administrative employees. Provides yearly evaluation and mid- year counseling. Approves leave schedules, and collects data submitted for interpretation and forwarding to higher level departments. Also, administratively supervises 20+ Contracted Providers. Onboards all contracted staff. Tracks, reviews, and manages all items related to attendance, performance, and adherence to contractual obligations. Provides day to day work direction to the care line Secretary. Assists with questions and evaluates completed reports and memoranda. Performs additional duties as assigned. Work Schedule: 8:00 a.m. - 4:30 p.m. Telework: This position may be authorized for ad-hoc telework. Telework eligibility will be discussed during the interview process. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: To qualify for the GS-11 level, you must possess one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assists in the analysis of budgetary and fiscal data, monitoring program expenditures and forecasting changes within assigned areas of responsibility; managing administrative operations to ensure compliance, streamline processes, support financial and contractual activities, track performance and facilitate strategic planning to enhance care coordination; demonstrate expertise in communication and relationship-building, with the ability to clearly present complex information and deliver accurate guidance to achieve organizational goals; oversee daily operations across all departments to ensure efficient workflows, effective resource management and seamless coordination of services. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You will be rated on the following Competencies for this position:Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
