The position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), at the Central Virginia VA Medical Center (CVHCS), this position is organizationally located in Telehealth Service at the Central Virginia VA Health Care System in Richmond, VA.

Major duties

The Duties and Responsibilities include but are not limited to the following: Responsible for overall planning, organizing, coordinating, implementing, directing, integrating, controlling, and evaluating numerous telehealth modalities and programs within the region and nationally, which includes VA Medical Centers and CBOCs. Implement changes in the delivery of patient care related to telehealth and assists/advises program leads and/or other Telehealth Service and personnel in managing the programs. Acts as a resource person in planning, reviewing, or revising policies and procedures that impact Telehealth programs and their related applications. Works collaboratively to meet the needs of the Telehealth Service and the Central Virginia VA Health Care System in specific areas of Tele Primary Care, Tele Mental Health, Tele Pharmacy, and Tele Specialty Care implementation and the use of telehealth clinics and their related applications. Incumbent develops strategies for program development and implementation whenever new technologies are introduced. Reports shortfalls and provides suggestions for improving program to management. Oversees the implementation and adherence to the national Telehealth Conditions of Participation for each program. Coordinates Telehealth programs both within the region and nationally. Advises local leadership of policy related to telehealth programs. Responsible for promoting collaborative working relationships, creative problem solving, and flexibility. Recognizes and encourages growth in others. Motivates others in a positive manner. Incumbent assesses the impact of change on the motivation of all groups within the Service and Health Care System. The incumbent provides staff development opportunities relating to telehealth programs. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/09/2026. Time-In-Grade Requirement: Applicants who have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to Planning, Managing, and Evaluating Programs, Projects or study activities related to Telehealth. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or an LL.M in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Adequate vision to use a computer, read printed material and charts as required. Must be able to hear normal voices and able to speak to an audience effectively. The incumbent will be subject to stressful situations due to short timeframes for completion of assignments and potential conflicts. Lifting and delivering technology equipment including computer monitors, speakers, cables, cameras, and other packages is required.
