What you'd do

Serves as a managing attorney within the Office of the Chief Counsel, International Affairs & National Security Law Division (AGC-700). The manager reports directly to the Deputy Assistant Chief Counsel for International Affairs & National Security Law.

Major duties

Serves as the manager for a team of attorneys who are responsible for managing major issues, including reviewing, drafting, and negotiating agreements for the provision of technical assistance agreements, research and development agreements, and Bilateral Aviation Safety Agreements (BASA) and associated implementation procedures between the FAA and foreign governments. The work performed within the legal programs of AGC-700 and applicable mission areas has international and agency-wide significance, which is vital to the FAA's ability to meet its aviation safety responsibilities. Reviews and advises on legal initiatives and activities of foreign governments, including civil aviation authorities, and international organizations, and their impact on FAA policies and programs. Assists in the development of plans and policies relating to international aviation matters arising from the operation of United States air carriers outside of the United States. Oversees and provides legal services relating to the provision of technical assistance by the FAA to foreign countries. Provides legal advice on international harmonization efforts in the fields of aircraft certification, operations oversight, and air traffic. Assists the agency in negotiating international agreements with foreign governments and international organizations. Represents the FAA on a discreet body of complex issues involving both public and private international law and provides legal services on other international aviation matters arising under the Federal Aviation Act and other laws and treaties. Represents the FAA Administrator at International Civil Aviation Organization (ICAO) assemblies, conferences, and meetings of legal committed and technical bodies. Reviews and provides legal advice concerning draft FAA regulations, orders, other policy documents, and informational products, including inter-agency circulations and legislative proposals pertaining to national security, cyber-security, and emergency management. Advises FAA management and staff on inter-agency engagements related to national security, cyber-security, and emergency management, including but not limited to the National Security Council (NSC) process, as well as engagements with the Department of Transportation (DOT), foreign governments, and industry stakeholders on such matters. Provides legal services directly to a wide range of clients, including senior officials in the FAA, Department of Transportation (DOT), Department of State (DOS), Department of Defense (DOD), and the White House, as well as foreign governments and international organizations. Works with foreign government officials at high levels, including cabinet members, ministers, ambassadors, and sometimes heads of state. Ensures workload is entered, maintained, and current in the Case & Document Management System (CDMS). Recommends changes and modifications as needed to enhance efficiency. Monitors and reviews CDMS data and reports to ensure that office performance metrics and overall agency business plan objectives are being met. Encourages and facilitates division-wide collaboration and teaming to develop staff and to support the AGC Business Plan and FAA Strategic Plan. Demonstrates expertise in project management, complex litigation, and strategic problem-solving. Works collaboratively with peer-level managers to provide timely analysis and escalation of significant legal issues and risks, and supports thoughtful and informed consideration of legal risk in client decision-making. As necessary, conducts outreach/oversees training to relevant program offices, to address compliance with existing laws, statutes, regulations and agency policies. Applies expert knowledge of the work of the organization and personally manages some of the most complex assignments within their organization and is actively involved in both long-term and immediate daily operations of the organization, assisting and guiding subordinate attorneys as needed.

What you need to qualify

To qualify for this position, ALL applicants MUST meet the following criteria: (1) have a JD Degree from an accredited law school; and (2) be admitted to practice before the bar of any U.S. jurisdiction or within the District of Columbia and the Commonwealth of Puerto Rico; and (3) be an active member of that bar; and (4) at least one full year of specialized experience in the work performed at the next lower grade level (FV-J/K or GS-14/15) for this occupational series. The specialized experience for this position is defined as: Experience providing advice and counsel on a range of legal matters relating to government international affairs; and Experience directing and executing plans, programs, policies, or projects on international law matters.
