Supervisory Prosthetic Representative

This position is located within the Prosthetic and Sensory Aids Service (PSAS). The position serves as a Prosthetic Representative (Supervisor); supervising the full range of all phases of prosthetic operations and PSAS's staff. Serves as an advisor administering, analyzing, evaluating, planning, developing, work concerned with prosthetic and sensory aids services to disabled patients throughout the VHA.
Major duties
Duties Include but not limited to the following: Serves as a Prosthetic Representative (Supervisor) completing a variety of assignments, projects, activities to meet long-and-short term program goals. Performs technical, administrative, and analytical prosthetic related assignments. Leads projects and project teams. Provides supervision, administrative management, and direction to staff with responsibility for planning and directing the staff activities. Serves as a representative on local facility committees, workgroups, and teams to address a variety of issues, initiatives, and projects. Assures compliance with accrediting agency and regulatory requirements; establishes and monitors performance and quality metrics; reviews and modifies work processes to achieve efficiency and effectiveness; ensures customer satisfaction; and takes corrective actions as needed. Conducts visits to VISNs and VHA locations to collect, review, and analyze their best practice information. Drafts, develops, and implements local organizational policies, directives, and procedures that are consistent with national policies, procedures, and programs. Maintains awareness of requirements regarding The Joint Commission standards of care. Keeps abreast of current issues in the health care industry and technological advancements and provides subject-matter expertise to senior officials as needed. Provides training, advice, and guidance related to various administrative functions, including statistics, data analysis, budgeting to include budget execution; contracting, procurement, human resources, logistics/space, equipment, and supplies. Oversees Prosthetic, Orthotic, optical laboratories, including restorations activities. Supervises staff that serves as an advisor to clinicians regarding selection, prescription, and acquisition of prosthetic devices involving furnishing information on new developments in the field of prosthetics and sources of supply for such devices; Interprets prescriptions of clinicians to make certain that proper prosthetic devices are selected. Program responsibility for contracting, procurement; PSAS clinical services, customer service/reception, associated with medical, rehabilitative, and durable medical equipment devices, home durable medical equipment delivery and installation. Prepares and authorizes purchase orders for a wide variety of prosthetic and orthotic devices. Serves as a contract officer representative (COR) for contracts and chair facility committees and administer benefit programs. Monitors contracts for compliance with the statement of work; and receives, analyzes, and completes requests for prosthetic equipment and services. Oversees contract programs, such as orthotics/prosthetics, home oxygen, durable medical equipment, eyeglasses, and benefit programs, such as home and structural alterations, automobile adaptive equipment, clothing allowance. Oversees activities for visual or hearing devices, orthotics/prosthetics, assistive technology, and contract development. Identifies and selects national CMS/ Health Care Procedural Coding System (HCPCS) codes are entered and billed to ensure proper reporting. Conducts data analysis using statistical data to prepare various reports regarding prosthetics and sensory aids. Collaborates with clinical staff and Supply Chain Management to ensure surgical implants are Federal Drug Administration (FDA) approved; Collaborates with clinical staff when devices and equipment require repair or replacement and takes necessary actions to resolve issues. Responds to a variety of policy and correspondence inquires related to contractors, Congressional inquiries, Veteran concerns, specialty benefits program issues, new local and national guidelines implementation, and develops tools that allow monitoring of a quality assurance program. Participates in the department's public relations activities. Provides education and training to Veterans, caregivers, VA clinical teams, and PSAS staff. Provides training to PSAS's employees. Completes human resources assignments, including drafting and developing position descriptions, functional statements, performance standards, and competencies. Interviews and selects candidates, and recommends promotions, special advancements for performance and special advancements for achievement. Counsel employees and initiate disciplinary actions; administers the veterans appeal process. Monitors time and attendance for PSAS's staff. What you need to qualify

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education. Individual must meet at least one of the requirements below. Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; or Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; or Experience/Education Combination. Equivalent combinations of experience and education are qualifying. English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Specialized Experience: At least one year of experience equivalent to the GS-11 grade level. Qualifying specialized experience is defined as work performed independently and with minimal supervision. Prosthetic Representatives provide oversight, administration and coordination for a number of services including but not limited to procurement, clinical services, customer service/reception, inventory management associated with medical, rehabilitative, and durable medical equipment devices; home durable medical equipment delivery/set-up/installation; visual or hearing devices; assistive technology; and orthotics/prosthetics. The Prosthetic Representative assists with management and oversight of contract programs such as home oxygen, durable medical equipment, and eyeglasses. They are responsible for the administration of benefit programs, such as home and structural alterations, automobile adaptive equipment, and clothing allowance. The Prosthetic Representative is aware of rehabilitative treatment goals and strategies that are unique to patients in order to obtain specialized service programs.(below) When non-contract products are required, the Prosthetic Representative assists the clinical team in developing appropriate justifications, to ensure access to the most clinically appropriate products and services when such as product functionality not available with contract products and services. The Prosthetic Representative works directly with Veterans and clinical teams to assist with applications and answer questions related to benefit programs that cannot be handled by lower level employees. They provide recommendations to the treatment team regarding the development of prescriptions and provide technical assistance and guidance on planning and coordination efforts, to address complex patient medical and rehabilitative needs for equipment, services, and benefits. They develop and monitor quality improvement metrics to ensure the program is functioning in accordance with all established guidelines; may assist with oversight duties including making work assignments, monitoring work flow, providing input on performance, resolving daily workplace issues, and maintaining efficient flow of patient care. They may provide training to PSAS staff and other medical center employees, students and/or trainees. Preferred Experience: (1) Experience. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-12. Physical Requirements: The work of the incumbent is primarily sedentary. There is some walking, standing, bending and carrying of items, such as equipment and supplies provided to beneficiaries. Moderate lifting (15-44 pounds), light carrying (under 15 pounds), pushing (1 hour), use of fingers, both hands required, walking (1 hour), standing (1 hour).
