The Prosthetics Manager/Supervisory Prosthetic Representative manages and supervises the prosthetics program at the Carl Vinson VA Medical Center. The Prosthetics Manager must possess appropriate knowledge and experience in the field and/or a strong educational background, including business, a medical field (e.g. prosthetics, orthotics, physical therapy, occupational therapy, kinesiotherapy, nursing, etc.), public administration, health administration, or those in related courses of study.
Major duties
Functions: Formulates, presents, executes and analyzes organizational budgets. Develops the annual specific- purpose budget for the medical center and submits it for review to medical center leadership and the VISN 7 Prosthetics Lead. Evaluates financial trends and determines compliance with agency guidance. Executes the budget on a facility program level through coordination with the VISN 7 Prosthetics Service Line. Coordinates assigned budget segment and planning processes in order to inform upper management on key issues, to impact Agency processes and decision-making, or to plan the facility budget for the upcoming fiscal year. Monitors budget allocation and execution to ensure that operating program objectives are met Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding. Monitors the use and rate of expenditure of budgeted funds in assigned areas through continuing dialogue with facility administrative and clinical staff, review of written documents, and examination of obligation s and expense totals. Responsible for determining facility personnel requirements and controlling expenditures. Determines resource requirements and recommends resource allocations based on priorities and needs. Performs program cost analyses such as development of life cycle or other cost analyses projects, or performance of cost benefit or economic evaluations of programs. Assists with cost effectiveness studies by collecting data and making computations. Conducts cost-effectiveness studies for the program. Considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization issues, constraints, impacts and concerns related to other organizational components. Leads cost effectiveness studies for operating administrative programs. Prepares reports and briefings on results of studies and is for the collection, interpretation, and analysis of quantitative and qualitative data relevant to programs being evaluated. The incumbent is a key advisor and serves as the authoritative source on all prosthetic matters and participates in and provides technical advice regarding significant planning and decision-making actions initiated within the facility. This requires extensive knowledge of the complex budget process. Manages procurement for the medical center's Prosthetics Program. This may include distributing national prosthetic contract requirements and guidelines as part of the National Prosthetics Clinical Management Program (PCMP) to staff, reviewing PCMP contract compliance, ensuring usage of Federal Supply Schedule (FSS) contracts, and VISN 7 contracts and blanket purchasing agreements (BPA), preparing procurement requests, evaluating proposals for work, acting as a COR for procurements and Carl Vinson VAMC prosthetics contracts, and/or maintaining procurement and contracting records. Exercises authorizations for obligation and expenditures of funds. The incumbent is responsible for the overall program planning, developing, implementing, directing and controlling the prosthetic programs at this facility and its services activities as well as having the responsibility for meeting VISN 7 Prosthetics Service performance measures. Develops and implements management systems to assure timely delivery of services, assure patient satisfaction and compliance with regulation. Tracks data to identify and correct systemic issues and negative trends. Manages all program resources. Prepares budget estimates to implement program, and monitors budget execution. Oversees the acquisition of prosthetics and sensory aids, prosthetic implants, home respiratory care, durable medical equipment, automobile adaptive equipment, home improvement structural allowance and clothing allowance. Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff that reflect the mission and goals of the facility and VISN 7 Prosthetics Service, which are clearly communicated through the formal employee performance management system. Observes employees' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. The Prosthetics Manager initiates-controlled correspondence for the Medical Center Director's signature to Congressmen, Senators, veterans and their families and others regarding prosthetic matters. What you need to qualify
Basic Requirements: Citizenship. Citizen of the United States. After a determination is made that it is not possible to recruit qualified citizens, necessary personnel may be appointed on a temporary basis under authority of 38 U.S.C. 7405 without regard to the citizenship requirements of 38 U.S.C. 7402 or any other law prohibiting the employment of or payment of compensation to a person who is not a citizen of the United States. Candidates must meet all other requirements for the grade level and position concerned. Experience and Education. Individual must meet at least one of the requirements below. (1) Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; or (2) Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; or (3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying. English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Must pass a background check. Grade Determinations: GS-13 Prosthetic Representative (Service Chief) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Service chiefs have full responsibility for managing and supervising all phases of Prosthetic and Sensory Aids Service operations. This is the highest level professional position, at the facility, with responsibility for the professional practice of all facility PSAS staff. Individuals at the GS-13 level are typically assigned as Chiefs at a complex facility that provide multiple specialty services such as those described in paragraph 2.g and may manage more than one facility through subordinate supervisors. The chief has full management and supervisory responsibility for the PSAS program. Service Chiefs plan, develop, organize, direct, manage, control, implement and evaluate programs for the Service. They have overall responsibility to ensure proper coordination between care delivered by PSAS and the overall delivery of healthcare within the facility. They are responsible for all supervisory functions, including recruitment and hiring, administering employee leave requests and ensuring all requests for hiring, promotions, awards and disciplinary actions are justified and carried out according to appropriate VA Human Resources policies and procedures. The Chief is a member of the senior leadership team providing advice for integrated care programs for a diverse Veteran population with multiple diagnoses, and other needs. The Chief is involved in management planning to achieve medical center, VISN, and national goals. Experience. At least one year of experience equivalent to the GS-12 grade level. Demonstrated Knowledge, Skills, and Abilities In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to resolve complex, controversial, or precedent-setting matters. 2. Ability to manage specialty prosthetic services. This includes the ability to provide specialty services based on the unique needs of the patient. 3. Skill and ability to effectively advise senior management officials. 4. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. 5. Ability to supervise/manage through subordinate supervisors the activities of prosthetic representatives that have diverse functions. 6. Ability to establish and monitor productivity standards and production and performance priorities.
