What you'd do

The Program Analyst serves as the Office of Process Improvement (OPI) Education Analyst and is assigned to the Quality Management (QM) Service in the Columbia VA Health Care System (HCS) at the WJB Dom Medical Center. The incumbent is required to independently function with key duties related to health care system-wide performance improvement oversight related to national, VISN, and local priorities.

Major duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major duties include, but are not limited to: Assists in planning, coordinating, developing, reviewing, or evaluating education or training programs for total support: i.e. personnel, equipment, facilities, budget and other resource requirements. Will work with the Process Improvement Program Manager to determine the requirements for specific courses and their relatively priority in view of time and resources available. Plans and integrates the types and capabilities of instructional methods, materials, and media; study technical reference materials in the subject field; develop innovative and effective methods for education or training program improvements or recommend appropriate policy revisions. Plan and organize the work, determine possible sources of information, conduct fact finding; develop or revise the specific content, organization, style, format, emphasis, treatment of each segment of the instructional courses or systems. Develops finished products including coordination of consultative services, training texts, hand-on training workshops, programmed texts, or computer-assisted instruction. Coordinates all collaborative training opportunities, including VISN-led initiatives and other national learning opportunities. Supports and facilitate education and communication to engage front line staff in understanding program concepts and tools and their application in improving patient care. Responsibilities include developing relevant information for New Employee Orientation, health care system leadership development programs such as (LEAD, STEM, and JUMP), and providing just-in-time ( J IT) team training. Designs studies, training programs, and organizational strategies related to improving access and efficiency of clinical and administrative programs. Supports facility planning processes related to emphasis on education as related to health care system goals. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. For a GS-9 position you must have served 52 weeks at the GS-7. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the theory and principles of management and organization, including administrative practices and procedures common to the organization that pertain to areas of responsibility, communication, delegation of authority, filing systems, and storage of files and records. This position requires practical knowledge of a wide range of technical methods, principles, and practices similar to a narrow area of a professional field; and skill in applying this knowledge to such assignments as the design and planning of difficult, but well-precedented projects. OR Education: Applicants may substitute education for the required experience. For GS-7, 1 full year of graduate level education or superior academic achievement. For GS-9, to qualify based on education for this grade level you must have: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelor's Degree.
