This position is located in the Health Administration Services (HAS) Service Line under the supervision of the Assistant Chief of HAS within the Office of the Associate Director at the VA Medical Center, Lebanon, PA . Responsibilities include planning and supervising all activities pertaining to the management of facility Medical Administration Specialists, Administrators on Duty (AOD) staff and telephone operators.
Major duties
Oversight and Planning: Responsible for developing and overseeing programs for the medical support and telephone operator staff functions.. Perform organizational analysis in line with management goals. Serves as the care line's policy and processes expert. Provide oversight of scheduling related processes and appointment cancellations. Provides oversight in coordinating and integrating the activities of clinic departments to ensure the coordination and efficient delivery of services. Communicates organizational objectives. Supports the management of emergency department registration, insurance scanning, pre-registration and all hospital administration functions during off tours through techniques for improvement, monitoring, reporting and training. Develops and implements strategies that build efficiency and effectiveness into the intake processes. Conducts surveys and develops operational programs. Maintains utilization and cost information . Maintains a complete source of manpower, space, and equipment data to support efforts to establish, review or modify resource requirements in relation to Medical Administrative Specialist and Telephone Operators needs. Provides both long and short-range policies and plans for the care line regarding medical administration needs. Assists in strategic planning and general management decision making. Responsible for short, mid and long-range planning and programming of all aspects of the MAS program to include bed management, eligibility/enrollment and scheduling. Development and implementation of local polices and plans, evaluates the structure of the staff, and prepares reports necessary to evaluate effectiveness. Identifies areas for improvement, develops processes for improvement, implements improvements and evaluates the outcome. Reviews and provides guidance to identify strategies to reduce backlog. Oversee and monitor existing or emerging workflow issues and oversee and monitor consult management issues and provide guidance when required. Works to integrate data analytics and measures with continuous process improvement utilizing Lean, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives. Collects and analyzes trended data sets to assist in the allocation of resources, identify causal interrelationships between the various aspects of ambulatory care and its impact on clinical operations in order to achieve and sustain quality, safe, efficient, and effective ambulatory care. Administrative Staff Development: Coordinates training and education. Stays up to date with scheduling and consult management policy changes and communicates those changes to all MSA staff.. Provides administrative interpretations of Central Office, Regional Office, and Medical Center directives, policies and guidelines related to clinic practice management. Work Schedule: Shift work Monday through Saturday varying shifts between 0500-1800 but flexibility is needed Telework: May be authorized ADHOC Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducts surveys, developing operational programs, assists in budget planning, strategic planning and general management decision making, Collects and analyzes trended data sets to assist in the allocation of resources, identify areas for improvement, developing processes for improvement, implementing the improvement and evaluate the outcomes, and provide short, mid and long range policies and plans for the care line regarding medical administration needs.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Combination: Applicants may also combine education and experience to qualify at this level.
