The Supervisory Healthcare Engineer (Deputy) position is within the Office of the Director and is assigned to Veterans Integrated Service Network (VISN) 1, New England Healthcare System. This position is full-time at 40 hours per week. This position serves as the Veterans Integrated Service Network (VISN) Engineer for all activities related to engineering operations, compliance and/or construction and leases medical equipment installations. Location negotiable within VISN 1, upon selection.
Major duties
This Supervisory Healthcare Engineer (Deputy) position serves as the Deputy Capital Asset Manager (DCAM), Capital Asset Management Office as the full counterpart to the VISN Capital Asset Manager (CAM) which supports and directly affects the multi-billion dollar operation of real property (buildings, land and structures), real property agreements and capital investments of the administration's healthcare and non-healthcare facilities. Decisions and actions made by them influence and guide industry policies and practices. Directs activities related to the management of all capital assets in the VISN and capital asset portfolio performance as well strategic planning, station engineering operations, fire and life safety, healthcare interior design and environment management. Responsible for directing capital and infrastructure assets support programs that in many cases include in excess of a billion dollar portfolio to include capital policy. Conducts and assess the analysis of capital asset deployment options, fire and life safety reviews, inspections, Annual Workplace Evaluation (AWE) results, Healthcare Technology Management (HTM) coordination for equipment installation, environmental management strategies to meet Veteran healthcare and VA employee needs. Establishes comprehensive capital asset portfolio and managing it to balance the existing portfolio of assets with new acquisitions at the right time and in the right manner. Coordinates policy and strategy with the VHA Central Office program offices and other components to plan and implement activities involving the overall VISN portfolio of capital assets. Establishes, oversees and manages activities to carry out detailed capital asset planning studies and manages and coordinates VISN needs (including prioritization of VISN capital assets) with associated staff offices at the VISN's stations. Monitors, establishes and manages processes and procedures to ensure a formalized capital approval process with respect to consistent and standardized policies/directives for managing capital assets that fall "below-threshold" and consistent adherence to centrally-driven capital asset management guidance/policies/directives for "above-threshold" investments. Coordinates the plan for new medical equipment over-threshold, and non-medical equipment over-threshold. Implements and coordinates corrective action plans to bring capital assets into compliance and adherence with benchmarks and performance standards. Ensures linkage of the capital asset plan with financial, advanced, procurement, and other system-level master plans. Performs other duties assigned. The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is not in the Bargaining Unit.

English Language Proficiency.: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. 7402(d). Education, Experience, or Certification Education: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one 2 curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Supervisory Healthcare Engineer Experience. One year of experience equivalent to the next lower grade. Knowledge, Skills and Abilities (KSAs): In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: (a) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities. (b) Knowledge related to the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing). (c) Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers. (d) Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing complex organizational problems and developing and implementing effective solutions that result in efficient operations. (e) Skill in applying considerable independent judgment to interpret broad or general national policies and guidelines and adapt/apply them to specific compliant programs at the local healthcare system. (f) Skill in recognizing and assessing evolving scenarios, utilizing initiative, and self-directing and assigning resources to affect resolutions. (g) Skill in complying with national internal and outside regulatory agency and organization (including, but not limited to TJC, OSHA, NFPA, etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering. (h) Ability to anticipate, develop and implement strategies in meeting the healthcare system's short-term and long-term strategic goals in a highly fluid environment. (i) Ability to interview candidates for positions, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs. Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The DCAM must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
