THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN USPFO, Indiana National Guard under Position Description Number PD#T5136P01 . Major duties

Serves as the technical expert for governmental accounting principles, policy, concepts, and management. Analyzes accounting systems. Directly or indirectly provides the USPFO, NGB, DFAS, Department of the Treasury and senior level management with accurate and timely financial data. Designs database queries written for a variety of software applications and automated systems (i.e., Standard Query Language). Plans and schedules work in a manner that promotes a smooth flow and even distribution. Performs other duties as assigned.

What you need to qualify

IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor.? Failure to do so may result in termination. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") Or Combination of education and experience: At least 4 years of experience in accounting, OR an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing (not meeting the 24 semester hour requirement above but meeting the following: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND SPECIALIZED EXPERIENCE: Experience and training that demonstrate the ability to conduct accounting business in accordance with directives and policies; the ability to study and evaluate the existing internal control systems to determine the level of reliability; and, the skills to determine the appropriate procedures needed to validate system reliability. An applicant must have the competency to obtain sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion regarding the activity under examination. The applicant must have accounting experiences that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the activities discharged their financial responsibilities, and/or to determine that the financial records were maintained in accordance with applicable regulations. An applicant's experiences and education must demonstrate his or her ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Ability to devise methodologies to ensure that data received is either correct or is modified to comply or fit into the accounting system is required for various system changes. Must possess the ability, as the single individual in the state, to deal with a multitude of issues raised in a given accounting cycle. Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level.
