What you'd do

The primary purpose of this position is to provide management and supervision to the executive staff of the HRC and to Act in the absence of the Director, HRC. The incumbent has primary operational nationwide responsibility for HRC Contact Management (CM), Clinical Services (CS) and Quality Management (QM) as well as the fiscal management of these programs.

Major duties

Major duties of the position include: Determines program goals and objectives, and develops short and long-range plans for achieving them, in conjunction with the overall plans of MS and consistent with the strategic planning process. Oversees a comprehensive evaluation of program goals and objectives and makes necessary adjustments to improve delivery of assigned services. Develops a balanced financial plan designed to meet realistic needs of the facility and MS; makes important decisions substantially affecting economy of operations expenses without impairing assigned activities through management assessment, cost effective position. management techniques, reorganization, methods improvements, and automation. Ensures that utilization of available resources is in line with plan or modified through recurring review. Prioritizing major work efforts. Evaluating the performance of the management team. Hearing and resolving appropriate complaints and grievances, referring those to the Chief Operations Officer which cannot be resolved at the facility. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Determining program goals and objectives and plans for achieving them, (2) Overseeing a comprehensive evaluation of program goals and objectives, (3) Establishing local policy in such areas as program emphasis and operating guidelines, (4) Administering a system for the development and communication of program policies, (5) Administering a management reporting system which provides appropriate data for decision-making.
