Human Resources Specialist (Employee Relations)
What you'd do
This position is a Human Resources Specialist (Employee Relations) responsible for providing expert advice, training, and support to Transportation Security Administration (TSA) managers on resolving workplace issues related to employee conduct and performance. The incumbent performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader or more experienced professional.
Major duties
This Human Resources Specialist (Employee Relations) position is located in the Human Capital Division, Office of Policy & Programs/Employee Readiness/Employee Relations Unit, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Resolves unique and difficult employee relations problems, assists with formulating and presenting arguments and advisory opinions, and recommends approaches to address current and anticipated problems and issues. Makes clear, convincing and authoritative oral presentations to Federal Security Directors (FSDs) and other managers, and applies applicable experience and knowledge to plan and conduct functional activities for projects/programs. Drafts legal and case documents providing sound and thorough analysis based on established precedent and works with management and/or more experienced professionals to solve problems. Prepares project papers, status reports and correspondence pertaining to employee relations matters and may act as a contributing specialist on large work activities; or a leader of a small team, under the direction of a manager, project/program manager, team leader or more experienced professional for large projects/programs/activities. Participates in employee relations related project teams, initiatives and work groups to gain efficiencies in processes, procedures and programs, and independently manages time, and plans and organizes available resources to accomplish projects/programs/activities. Work and use of resources is reviewed periodically, typically at major milestones and at completion. Assists in developing and conducting employee relations and related program training for Human Resources Specialists, Administrative Officers, supervisors and managers using established policies/procedures that provide guidance for most assignments but is allowed considerable discretion to select the most appropriate approaches, or develop new approaches. ?NOTE: Duty Location can be negotiable depending on availability of space at airport locations.

In addition to the minimum qualifications described above, you must meet the following specialized experience to be considered qualified for the position: To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience applying employee relations policies, procedures and federal laws. AND Experience gathering pertinent facts to conduct assessments of cases and propose solutions. Experience advising managers on appropriate disciplinary or corrective techniques related to performance problems. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience applying employee relations policies, procedures and federal laws. Experience gathering pertinent facts to conduct assessments of cases and propose solutions. Experience advising management officials on a wide variety of personnel matters including conduct and performance issues. Experience with written and oral communication conveying employee relations rules and procedures to management. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
