What you'd do

The Program Analyst (Informatics) serves within the Office of Health Informatics (OHI) at a Veterans Health Administration medical center or VISN facility. This developmental role (GS-09, full performance level GS-12) supports the integration of clinical operations with health information technology to improve the quality, efficiency, and effectiveness of Veteran care. The position provides foundational experience leading toward full-performance duties at the GS-12 level.

Major duties

Duties include, but are not limited to: Support communication channels among clinical, administrative, and IT stakeholders to facilitate deployment, sustainment, and optimization of health IT solutions. Assist in building and maintaining collaborative relationships between OIT, Health Informatics, clinical engineering, and facility staff to ensure effective integration of patient-care technologies. Participate in coordinated use of subject-matter experts to inform decision-making related to workflows, business processes, and technology adoption. Evaluate data quality, reduce redundant data sources, and support efforts to improve interoperability across the organization. Assist in developing SQL and SSRS-based reports from VISN and VA corporate data warehouses. Support implementation and evolution of EHR-related technologies, improving usability, interoperability, and regulatory compliance. Contribute to workflow analysis and identify opportunities for optimizing clinical and business processes. Support evaluation and testing of health IT systems to enhance patient care, safety, and operational effectiveness. Assist in documenting and organizing business requirements, identifying enhancements, and coordinating involvement of appropriate SMEs. Support training, education, and communication activities essential for staff comprehension and adoption of new systems and processes. Help provide formal and informal instruction to facility staff on informatics tools and workflows. Participate in change-management strategies using project-management principles and environmental assessments. Maintain productive working relationships and demonstrate proactive interpersonal skills to meet service goals. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education ss described below: GS-09 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Consult, advise and educate all levels of employees; initiate, develop and execute complex projects; utilize date to asses treatment impacts; development of clinical decision-support systems; statistical analyses and interpret data; improve efficiency and effectiveness of processes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond education beyond 2 full year of graduate level education (Transcripts required). GS-11 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Consult, advise and educate all levels of employees; initiate, develop and execute complex projects; utilize date to asses treatment impacts; development of clinical decision-support systems; statistical analyses and interpret data; improve efficiency and effectiveness of processes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent graduate degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related (Transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond education beyond 2 full year of graduate level education (Transcripts required). GS-12 Grade Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing clinical software packages and applying a wide range of advance practices, theories and emerging information in health care delivery, health informatics and applications, providing expert and professional health informatics consulting services and training programs, using data to track and manage patient care, applying data life cycle to include data design, collection, and management in order to input, retrieve, analyze, summarize and present information. Education: There is no educational substitution at this grade level.
