What you'd do

Serves as Director, Business Revenue Division, Office of Tax Analysis, reporting to the Director of the Office of Tax Analysis. As Treasury's lead economist for business tax revenue forecasting and estimation, oversees development of business tax receipt forecasts for the President's Budget and Mid-Session Review and directs analysis of business tax policy proposals. Provides expert advice to senior Treasury leadership on issues affecting Federal budget, financing, and tax policy decisions.

Major duties

The Director for Business Revenue performs the following duties: 1. Executive Direction: Leads and directs the Business Revenue Division, overseeing a team of economists, econometricians, and statisticians responsible for business tax receipts forecasting, revenue estimation, and related research. Provides strategic direction for analyses supporting Federal business tax policy, collections forecasting, and revenue estimates, and oversees cross-office modeling, research, and analytical initiatives in response to evolving priorities and tight deadlines. 2. Receipts Forecasts: Leads the development and refinement of business tax receipts forecasts supporting the President's Budget, Treasury financing operations, and Federal fiscal policy decisions. Briefs senior Treasury and Administration officials, including OMB, on forecast results and implications, and provides authoritative economic and technical analysis to inform policy decisions. Advises leadership on factors affecting revenue collections and forecast accuracy, translating complex findings into clear, actionable recommendations. 3. Revenue Estimates: Leads the development and evaluation of business tax revenue estimates supporting the President's Budget, Mid-Session Review, and Administration, Congressional, and Treasury tax policy initiatives. Briefs senior Treasury, Administration, and Congressional officials on the fiscal impact of proposed tax changes and provides authoritative economic and technical analysis to inform policy decisions. Advises leadership on factors affecting revenue outcomes and estimate reliability, translating complex analyses into clear, actionable recommendations. 4. Studies: Leads the development of advanced economic, econometric, and modeling research to improve the accuracy and effectiveness of business tax receipts forecasts and revenue estimates. Directs studies analyzing forecasting performance, taxpayer behavioral responses, and the fiscal effects of tax policy changes using sophisticated analytical tools and models. Advises senior Treasury leadership on complex forecasting and revenue estimation issues and collaborates on long-range research and policy initiatives supporting the Administration's tax agenda. 5. Methods and Practices: Provides strategic leadership in advancing business tax forecasting and revenue estimation methodologies, developing innovative analytical approaches, models, and workflows to meet evolving policy and operational needs. Ensures the capability to deliver timely, authoritative forecasts and revenue estimates to senior decision-makers. Advises the Director, Office of Tax Analysis, on resource requirements, including workforce planning, technology, training, and other investments necessary to support the Division's mission. 6. Leadership: Provides intellectual and technical leadership in business tax forecasting and revenue estimation by staying current on emerging economic research, methodologies, and best practices. Represents Treasury in professional forums and applies leading-edge insights to strengthen analytical capabilities. Leads efforts to recruit, develop, and retain a high-performing workforce of economists, econometricians, and statisticians. 7. Liaison: Serves as a principal advisor to senior Treasury leadership on business tax receipts forecasts, revenue estimates, and the fiscal effects of economic conditions and tax policy proposals. Provides technical expertise in support of Congressional testimony, briefs senior Administration and Treasury officials, and responds to high-level inquiries from the White House, OMB, CEA, and Congressional stakeholders. Represents Treasury in interagency forums to coordinate economic assumptions, forecasting activities, and tax policy initiatives across the Federal government.

What you need to qualify

EDUCATION: Applicants must meet one of the following requirements: Degree: A bachelor's degree in economics from an accredited college or university that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR Combination of Education and Experience: A combination of education and experience equivalent to a major in economics, as described above, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus, together with appropriate experience or additional education. RESUME: To meet minimum qualification requirements, you must demonstrate the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) within a resume not to exceed two pages. Submissions exceeding this limit may not be reviewed or may be disqualified. The resume must clearly reflect relevant experience, education, and accomplishments evidencing executive-level knowledge, skills, and abilities required for SES positions; failure to do so may result in non-consideration: Directing organizational units and leading complex operations Accountability for the success of major programs or initiatives Monitoring organizational performance and adjusting goals as needed Supervising staff and managing workforce performance Exercising policy-making, policy-determining, and executive functions Submission of a separate narrative statement addressing the Technical Qualifications (TQs) or Executive Core Qualifications (ECQs) is not required. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ1 - Demonstrated diversified economic and/or econometric experience analyzing highly complex tax policy or public finance issues, with emphasis on the analysis of Federal business tax issues. Demonstrated ability to make effective presentations, orally and in writing, regarding such analytical work, as evidenced by outside professional activities, publications, speaking engagements, teaching, or substantial contributions to economics associations or similar groups. TQ2 - Demonstrated knowledge of the federal tax policy development process, revenue estimation, and coordination among Treasury, OMB, IRS, Congressional stakeholders, and other federal entities involved in tax policy formulation. TQ3 - Demonstrated comprehensive knowledge of Federal tax policy, particularly business taxation, and exceptional skill in conducting complex economic analyses to inform tax policy decisions. Demonstrated experience in forecasting business tax receipts based on projected macroeconomic and microeconomic conditions and in assessing the revenue effects of tax policy changes. Expert knowledge of statistical, econometric, and modeling techniques applicable to business tax analysis, as evidenced by significant professional accomplishments, technical publications, teaching experience, or extensive experience in the field of business tax revenue forecasting and estimation. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. Leadership Competencies: Technical Skill, Problem Solving, Agility and Resilience. ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement. ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Leadership Competencies: Operational Mindset, Innovation, Strategic Thinking. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.
