This position serves as the Supervisory Medical Support Assistant (MSA) for the Administrative Support section of Community Care, organizationally aligned under the Chief of Staff.

Provides comprehensive staff support in the development of short- and long-range policies and plans in Community Care for the accomplishment of the Medical Center's program goals and objectives. Responsible for independently organizing the work structure of his/her assigned areas to include assignment of personnel, assessment of acuity level and work volume, conducting reviews of scheduled appointments and consults not meeting Office of Community Care metric goals, data validation and reporting as well as ensuring quality assurance issues are addressed in a timely, high-quality manner. Incumbent oversees the assignment of the Administrative Support section staff to achieve optimum Veteran care, taking into consideration abilities of individual staff members. Responsibility for supervision, direction, reporting, coordination, and training of all activities associated with community care administrative duties and responsibilities. BASIC REQUIREMENTS. To qualify for appointment to this position, all applicants must possess the following: a. Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens according to 38 U.S.C. § 7407(a). b. Experience. None. c. Education. High school diploma, General Education Development equivalency certificate, or proficiency certificate from a State or territorial-level Board or Department of Education. d. Licensure/Certification/Registration. None. e. English Language Proficiency: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment listed above, the following experience criteria must be met when determining the grade of candidates: Supervisory Medical Support Assistant, GS-08. (1) Experience. One year of creditable experience equivalent to the next lower grade. (2) Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs: (a) Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and 13 empowering the team to collaborate and resolve problems within a complex systems environment. (b) Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. (c) Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. (d) Ability to provide briefings, orientations, staff development, and training in a patient support setting. (e) Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Physical Requirements: The work is primarily sedentary, although some walking, bending and light lifting may be required. The incumbent is located at an on-site location in a typical office setting within Community Care. The work area is adequately lit, heated, and ventilated. Mental/Emotional Requirement: The incumbent of this position will be expected to understand, remember, and apply oral and/or written instructions or other information; understand, remember, and communicate routine, factual information; understand complex problems and to collaborate and explore alternative solutions; understand opposing points of view on highly complex issues and to negotiate and integrate different viewpoints; organize thoughts and ideas into understandable terminology; organize and prioritize own work schedule on short-term basis (longer than one month); count accurately; add, subtract, multiply, divide and to record, balance, and check results for accuracy; compute, analyze, and interpret numerical data for reporting purposes; compute, analyze, and interpret complex statistical data and/or to develop forecasts and computer models; and understand and follow basic instructions and guidelines. Incumbent must be able to manage and direct staff during ever-changing process regulations with short implementation timelines.
