About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the INSCOM, Office of the Inspector General, located at Fort Belvoir, Virginia.

Major duties

Serves as an Administrative Management Specialist (AMS) - Inspector General (IG) in the Office of the Inspector General under the direction of the Command Inspector General or Deputy Command Inspector General. Provides assistance and advice in the full range of IG program areas at Headquarters, U.S. Army Intelligence and Security Command (INSCOM). Responsible for assisting with the planning of and conducting general, special, joint and follow-up inspections, assessments, inquiries and assistance at INSCOM activities worldwide. Assists with analyzing and evaluating the joint inspection process information to determine compliance on joint inspection teams that address the intelligence disciplines to include HUMINT, SIGINT, IMINT, MASINT, and Counterintelligence. Serves as an individual or as part of a team in assisting with the preparation and conduct of training on subjects identified as key issues for upcoming inspections. Receives and reviews incoming correspondence to include emails, call-in and walk-in complaints; interviews complainants and analyzes facts to determine the validity and importance of data and if the case is acceptable for IG action. Prepares necessary written responses to individuals (complainants, subject/suspects, and appropriate commanders) concerning the results of inquiry.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Specialized Experience Requirement for the GS/GG-09 position: Specialized Experience is defined as: Processing or receiving requests for assistance resolving issues/complaints, investigations, and/or inquiries. This definition of specialized experience is typical of work performed at the next lower grade/level position or equivalent in federal service (GG/GS-07). -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience Requirement for the GS/GG-11 position: Specialized Experience is defined as: Planning and conducting of compliance, systemic, and follow-up Inspections; analyzing and responding to incoming complaints and/or requests for assistance emanating from any source; conducting inquiries into circumstances surrounding allegations by interviewing personnel and researching records; and, assembling, editing, and participating in the publication of final inspection/investigation reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
