Major duties

**OPEN TO CURRENT VHA EMPLOYEES ONLY** MAJOR DUTIES & RESPONSIBILITIES (100%) Incumbent serves as a budget and financial advisor for the Deputy Chief, Health Administration Service and staff with regard to the Service's operating budget. Develops, formulates, and provides all essential data for the annual budget forecast, based on studies of past expenditures, knowledge of Health Administration Service requirements, plans and workload forecasts. Maintains budget control authority and establishes internal methods of control to ensure that funds are used according to operating plan. Advises Chief, Deputies, and Section Supervisors as to the status and availability of funds. Incumbent is responsible for tasks involved in Accounts Payable for Health Administration Service including activities related to entering and maintaining vendors, vendor inquiry, resolving interfaced invoice issues, inquiring on the status of invoices and payments, and generating selected reports. Serves as service line COR for all contracts as appropriate and leads the preparation of contracting requirements. Provides financial advice and budget support to the Department Chiefs, Beneficiary Travel Supervisor, and Health Administration Service Staff. Performs random audits of paid claims. Prepares quality assurance reports for management. Prepares bill of collection when overpayment or incorrect payment has been made. Analyzes schedules and reviews historical FCP data for trends and patterns to determine funds required and assists Health Administration Services Supervisors in execution of budget plans for all HAS control points. Coordinates Health Administration Service budget and accounting information with appropriate Fiscal Service to reconcile budget information and resolve questions in accordance with established procedures. Responsible for keeping the security of the ADP program and the confidentiality of all patient information accessed, in accordance with the HIPPA and the Privacy Act. Employee follows Occupational Health, Fire, and Safety instructions during performance of the job and movement throughout the medical center. Refrains from horseplay on the job. Refrains from entering the premises under the influence of alcoholic beverages and narcotics. Informs the supervisor of any condition or practice which he considers may be unsafe or a fire hazard. Employee's behavior reflects the dignity and respect each patient, visitor, and fellow employee deserves and should expect. In this regard, the incumbent is responsible for interacting with others in a manner that fosters favorable relations as set forth in the medical center policy on human relations. Employee shall consider environmentally preferable and recycled products in all purchasing decisions. Shall follow all policies and procedures to ensure compliance with all applicable environmental regulations and requirements and be good stewards of the environment through pollution prevention, waste minimization and resource conservation. Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the organization's goals when indicated. Prepares correspondence to patients with clear, concise information. Keeps abreast of regulations set forth by the Officer of Inspector General (HHS OIG), Center for Medicare/Medicaid Services (CMS), and The Joint Commission on Accreditation of Healthcare Organizations (JCAHO). What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Grade Level GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing a series of related steps, methods and tasks dealing with estimates, obligations, expenditures, revenues, and reimbursement; Checking for accuracy and consistency in data; Extracting, entering, and adjusting data on required forms and schedules; summarizing information to recommend solutions; and comparing / matching costs of program elements to identify class and identifying codes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education beyond 1 full year of the graduate level.
