What you'd do

The purpose of this position is to perform complex financial administrative functions for Health Services Research and Development (HSR&D) at VA Ann Arbor Healthcare System (VAAAHS) in conjunction with personnel management. The incumbent is required to work under minimal supervision and resolve problems associated with the work of the office. This position is supervised by the Administrative Officer.

Major duties

The incumbent must be knowledgeable about various Health Services Research & Development (HSR&D) programs and their funding sources. This includes HSR&D Program 824 funds for COIN, Program 824 and General Post Funds for individual research projects, research overhead funds, Program 870 funds for QUERI Programs, Medical Administration funds generated via the VERA model, and other special purpose funds as applicable. Budget & Financial Management Manages and tracks $2.2M non-salary budget for 50-60 research projects. Distributes funds, monitors obligations, and maintains complex budget systems. Prepares reports, handles fund transfers, and manages project invoices. Advises on acquisitions and ensures compliance with financial/regulatory standards. Personnel Management Maintains staffing data and reports for 140 employees. Processes Interagency Personnel Agreements and personnel actions. Acquisition & Contracting Maintains COR certification; supervises COR Team. Manages procurement, contract processes, and invoice review. Administrative & Teamwork Improves budget tracking and database systems. Collaborates with team to enhance efficiency. Essential Knowledge & Skills Deep understanding of HSR&D policies, funding, and VA regulations. Strong analytical, organizational, and communication skills. Proficient in financial analysis and office software. Supervision & Independence Works independently as a technical authority; consults as needed. Guidelines & Complexity Adapts or creates guidelines for unique situations; handles complex, changing tasks. Collaboration & Impact Influences decisions and solves problems through effective communication with diverse internal/external partners. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages and tracks on-salary budget Distributes funds, monitors obligations, and maintains complex budget systems. Maintains staffing data and reports Manages procurement, contract processes, and invoice review. Improves budget tracking and database systems. Deep understanding of HSR&D policies, funding, and VA regulations Works independently OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. The total percentages must equal at least 100 percent to qualify for this grade level.
