Management and Program Analyst
What you'd do
Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI), in Arlington, Virginia; Vienna, Virginia.
Major duties
As a Management and Program Analyst, at the full performance level, you will perform the following duties: Conduct analytical studies, research, and evaluations that improve how agency programs and operations perform. Apply qualitative and quantitative methods to examine data, identify trends, and recommend solutions to management challenges. Design and carry out studies, develop ways to measure program performance, and present findings through reports, briefings, and presentations. Evaluate program results against established goals, verify compliance with policy, and recommend adjustments that make better use of staff, funding, and other resources. Support planning and resource decisions and assess how new or proposed legislation could affect programs. Develop initiatives to address management problems and improve program effectiveness. Collaborate with colleagues and partner organizations across multiple offices to carry out studies and coordinate solutions. Present recommendations to leadership, help develop standard operating procedures, and advise on putting new processes in place.
What you need to qualify
Minimum Qualifications for GS-11: Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service, performing 3 or more of the following: Assisting with studies that identify and resolve problems in workflow, operations, or productivity; Collecting and analyzing data to measure work output and support recommendations for improvement; Preparing reports that summarize problems, present options, and suggest solutions; and Coordinating with team members and other offices to assist with implementing recommended changes into practice. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for GS-12: Specialized Experience: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service, performing 3 or more of the following: Performing studies of programs or operations and recommending changes that improve results across an office or organization; Analyzing data to identify trends and turning the results into clear recommendations for senior leaders; Creating measures of program performance and reporting outcomes through written reports and briefings; and Advising colleagues and partner organizations across multiple offices and guiding the rollout of new procedures.
