What you'd do
About the Position: This position supports the mission of the Defense Health Agency, and is located in Falls Church, Virginia. Salary negotiation may be available for those candidates who are new to Federal service. Leave accrual negotiation may be available for those candidates who are new to the Federal service. This is a Direct Hire Solicitation
Major duties
Review organizational historical data and/or matches funding requests or projected costs of selected line items with past records to determine trends in spending and to forecast annual funding needs. Assemble and/or develop background data, information and documentation to support required program budgets for reference and evidence in agency budget hearings Perform budget execution work during the execution phase involving the monitoring of incurred and actual expenditures of a budget with different sources of funding. Monitor the use of and rate of expenditures of budgeted funds through continuing dialogue with program officials and their staff, review of written documents and examination of accounting records. Resolve and interpret ambiguous and conflicting budgetary policies and regulations. Participate in meetings and discussions with program officials to advise on importance and soundness of program requirements, budget plans, execution plans, and reports. Conduct analysis, review and special studies of budget and/or related information. Perform quality checks of automated system database information and advise program manager of any significant problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes aiding in the development of annual or multi-year budget proposals, drafting budget justifications, assisting with the projection of funding requirements, and recommending program spending adjustments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
