HR Specialist (Accountability & Policy)
What you'd do
This position is located in the Office of Human Capital Management and Training (HCT). As a technical authority in Human Capital Management, serves as an accountability auditor and policy manager responsible for conducting the full range of activities associated with accountability reviews and policy development. The work has special significance for the success of the agency and the granting or revoking of Agency-level delegations from the Office of Personnel Management.
Major duties
As a HR Specialist (Accountability & Policy),GS-0201-14, you will perform the following major duties: At the GS-14, in addition to duties at the lower grade level, typical duties may include: -- Lead strategic planning for complex human capital accountability audits of broad scope and national significance. Conduct human capital studies that require thorough research and authoritative interpretation of laws, executive orders, court decisions, and regulations to inform major agency-wide decisions. Serve as a technical resource for human capital staff and managers at all levels, providing expert guidance across the full range of human capital disciplines in support of a comprehensive accountability and policy program. Develop human capital policies, guidance, and standards for new and evolving program requirements, and review, develop, and approve written instructions and standard operating procedures to ensure organizational compliance. Lead enterprise-level HR evaluations, influence senior leadership decision-making, and drive agency-wide improvements in accountability, compliance, and performance management.
What you need to qualify
To qualify for this position, you must meet the following Basic Requirements: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: - Conducting comprehensive internal audits and program reviews to assess compliance and identify corrective actions that improve Human Resources (HR) programs, operations, and organizational performance. - Developing and executing strategic plans and methodologies for HR accountability audits, including defining scope, criteria, risk areas, and evaluation frameworks. - Developing, interpreting, and implementing HR policies, procedures, and standard operating guidance to ensure compliance with applicable laws, regulations, and agency requirements. - Analyzing audit results, evaluating findings, and formulating actionable recommendations and corrective action plans to address deficiencies, mitigate risk, and improve program effectiveness. IDEAL CANDIDATE: Is a Delegated Examining (DE) Certified professional with demonstrated expertise in evaluating Human Capital programs, providing high-level advisory and consultation services, and developing HR policies.
