Management and Program Analyst
What you'd do
The purpose of this work is to plan and carry out all medical facility activities pertaining to program analysis. The incumbent is responsible for the assessment and improvement of the Veteran's experience throughout the VA Community Care Service. As the Management & Program Analyst, the incumbent will have responsibility for the management and application of information systems for the clinical and administrative activities.
Major duties
Analyzes data generated from a variety of sources (e.g. corporate data warehouse, Vista, DSS, FDCS) to identify and report issues by provider, program clinic, and service. The incumbent will employ informatics for the development and management of data systems assisting managers in the understanding of the complex VA care systems and creating the basis for data-driven decision-making for performance management. The incumbent will have responsibility for the planning, development, organization, management and application of information systems for the clinical and administrative activities of the VACC Service. Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of medical facility program operations ni meeting established goals and objectives. Identifies and manages the data streams essential to the operations, organization, and decision-making process with VACC. Analyze new or proposed legislation or regulations to determine impact on medical facility programs. Applies clinical, demographics, and administrative systems to develop information and data systems specific to VACC. Leverages expertise in Excel, SQL, data queries, Plantir, Python, artificial intelligence, pyramid and dashboard creation to analyze data, visualize trends, and optimize scheduling operations (MDL). The incumbent will integrate four major elements of operational responsibility: the integration of major and minor data sources within the VA; the analysis of workload at the individual; programmatic, section and service or system level, the analysis of clinical practice patterns and clinical outcomes management, and studies and special projects. Reviews, analyzes, and evaluates the accomplishment of medical facility programs. Make informal presentations. Provides information and analysis support to management and clinical service teams. Develops recommendations and proposals and presents analyses to administrative and clinical leadership at the section, service, and organizational level. Plans and conduct studies. Interprets program and budget directives. Solicits program and budget materials and documents and justification data for critical analyses. Conduct extensive research and compilation of data from diverse sources. In a cost-efficient, cost-conscious, and managed care environment, the decision-making process must employ data driven information system models to understand the highly complex issues, policy alternatives, characteristics of clinical practice and the financial implications of these decisions and their alternatives. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: I have one year specialized experience equivalent to at least GS-7. Examples of specialized experience include: validates manpower and position requirements; resource allocation processes and procedures; knowledgeable of HR policies, practices and procedures as well as HRIS systems; Leverages related studies to ensure compatibility with established manpower models and requirements; and conduct special studies that require extensive analysis of program goals and objectives, workloads, costs, and other interrelated issues.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. (TRANSCRIPT REQUIRED). Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week Preferred Experience: Analytical Skills, Advanced Microsoft Excel Skills, SQL Database Management, Data Analysis and Reporting, Artificial Intelligence/Machine Learning.
