Supervisory IT Specialist (Senior Product Manager)
What you'd do
This position is in the Department of the Chief Information Office, Product Development Office (PDO), Mission Support Systems Division (MSSD). MSSD develops, delivers, and supports case and client management systems for the federal Judiciary, including the probation and pretrial services offices.
Major duties
The Supervisory Information Technology Specialist (Senior Product Manager) leads and oversees the strategy, roadmap, delivery, and ongoing operations of the PACTS360 product portfolio to achieve outcomes and objectives established by strategic leadership. The incumbent supervises a multidisciplinary team of federal employees and contractors, including IT project managers, service owners, developers, and solutions architects. The position reports to the Probation and Pretrial Systems Branch (PPSB) Chief and is responsible for coordinating PACTS360 delivery and operations with IT, court, and financial stakeholders, providing direction and oversight to product teams, and supporting the program office and case/client management systems for the federal Judiciary's probation and pretrial offices. Duties include, but are not limited to: Collaborating with the Division Chief to establish goals, objectives, and short- and long-term plans for the PACTS360 product portfolio. Overseeing the planning, direction, execution, delivery, and ongoing operations of case management products. Leading product strategy, roadmap development, release planning, and product lifecycle management to achieve business outcomes. Supervising a multidisciplinary team of federal employees and contractors, including IT project managers, service owners, developers, and solutions architects. Developing standard practices for gathering, defining, and tracking user requirements while building strong relationships with stakeholders and customers to shape product strategy and priorities. Guiding product engineering teams in scoping, planning, and delivering work using established delivery methodologies and best practices, while proactively resolving technical and resource challenges. Monitoring business, market, technology, and product performance trends to drive continuous improvement and increase adoption of product capabilities. Managing product investments, financial resources, and contractor performance, while ensuring alignment with organizational, financial, security, and enterprise architecture standards. Providing status updates and recommendations to senior leadership, serving as the product subject matter expert, representing the organization in engagements with federal courts and other stakeholders, and participating in the evaluation of new IT initiatives, strategies, and procedures.
What you need to qualify
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience must demonstrate ALL areas defined below: Overseeing projects throughout the full project lifecycle. Recommending process improvements to support organizational and project objectives. Managing internal and external teams throughout the project lifecycle.
